Instructions: Offerors shall propose labor categories, and firm-fixed loaded/burdened labor rates and a cost breakdown of the proposed loaded/burdened rates, for all labor categories for the base 12 months and all subsequent months in 12 month increments per the chart above. Failure to provide a cost breakdown of the proposed fixed burdened rates could resulting in the offeror being determined as non-conforming to solicitation instructions and could result in the offeror being automatically eliminated from the competition, further evaluation or consideration for award.
Note: The approved loaded fixed rates incorporated into any resulting IDIQ contract will be used for Task Orders issued.
The loaded fixed rates used for Task Orders will be the ones proposed for that 12-month window at the time the Task Order is issued. For examples, if an offeror proposes a loaded fixed rate of $45 for their Project Manager for months 13 through 24, this is the rate that will be used for this labor category for any Task Orders issued during months 13 through
24. The rates applicable at the time the Task Order is issued will be the rates used throughout the life of that Task Order, unless options periods are included within the Task Order in which those Task Order option period should reflect the appropriate labor category rates for that 12-month period.
Rates will NOT be reviewed and adjusted annually, and the offeror shall include inflation within their proposed fixed burdened labor rates for the life (5 years) of the IDIQ Contract.

SECTION C -- DESCRIPTIONS AND SPECIFICATIONS – PERFORMANCE WORK STATEMENT
WMA Services for the Development and Maintenance of Analytical, Modeling, Data Management, and Web Systems Software.
C.1 PERFORMANCE WORK STATEMENT
C.1.1 Introduction
As the Nation's largest water, earth, and biological science and civilian mapping agency, the United States Geological Survey (USGS) collects, monitors, analyzes, and provides scientific understanding about natural resource conditions, issues, and problems. This diversity of scientific expertise enables USGS to carry out large-scale, multi-disciplinary investigations and provide impartial scientific information to resource managers, planners, and other customers. In support of USGS Mission Areas, USGS collects and analyses hydrologic, water quality, and related data needed to understand the Nation's water resources.
The Water Mission Area’s Divisions within the Office of the Chief Operating Officer (OCOO) provide scientific and technical leadership in ensuring consistency and quality of USGS science. National leadership and technical support are provided by the OCOO on a vast array of surface water, groundwater, water quality, and water data management activities. Data collection, analysis, modeling, archiving, and dissemination are all activities undertaken in support of water science. For all of these activities, reliable and consistent software is often a critical need.
The purpose of this requirements contract is to obtain services as described in this Performance Work Statement (PWS) for the maintenance and development of analysis, modeling, data management, and web services software in support of the Water Mission Area (WMA) and related mission areas of the United States Geological Survey (USGS) and documentation, training, mentoring, and user support related to the use of such software. Firm Fixed Price task orders issued under this contract will specify the nature of the work, the end products, milestone schedule, phases, and metrics to be used to evaluate successful performance.
C.1.2 Performance Objectives (Tasks)
The OCOO Divisions maintain and develop a variety of software tools in support of their missions. As computing environments and mission requirements change over time, existing software may need to be revised, enhanced or replaced and new software may be required. The USGS seeks a qualified contractor to provide system analysis and programming services for the maintenance and development of analysis, modeling, data management, and web services software in the water resources field and user support, training, and mentoring in the use of the software. The intent of this contract is to provide a full range of water-resources research and software engineering capabilities within a professional environment.
C.1.2.1 Software Engineering
The Contractor will ensure that all software and databases comply with all relevant Federal and USGS government requirements and guidelines, including enterprise architecture, security, privacy, disaster recovery, and others as stipulated in section C.2 Constraints, Standards, and Nonfunctional Requirements.
(a) Software: Develop, enhance, and maintain software necessary to support implementation and operational use of analysis, modeling, and data-management systems used in investigations and research in the WMA. Legacy and current programming languages include various versions of Python, R, Fortran, Visual Basic, C, C++, Java, and SQL.
(b) Data Management: Develop, enhance, and maintain software and databases necessary to support the download, storage, management, manipulation, and retrieval of data used in the WMA. Databases include, but are not limited to PostGRES, Access, Excel, Ingress, and Oracle.
(c) Environmental Data Science Standards, Libraries, and Systems: Such as Pangeo, GeoPandas; USGS R packages, dataRetrieval, EGRET, HASP, nhdplusTools; Observations Data Model v2; Water One Flow, and other similar software.

C.1.2.2 Documentation
The Contractor shall document software and databases as appropriate for target audiences, including end users, installers, and maintainers. Formal documentation will conform to USGS publication standards. Publishing standards and policies can be found at:

C.1.2.3 User support
The Contractor shall provide mentoring, training, and user assistance.
(a) Mentoring: Support the use of modeling, analysis, data management, and web service software by providing mentoring in the use of any modeling or analysis software included in a task order under this Contract.
(b) Training: Assist with webinars and formal classroom training as necessary for USGS to obtain an acceptable level of proficiency using any software included in a task order under this Contract.
(c) User Assistance: Provide general user support for any software included in a task order under this contract. Level of support for target audiences will be defined in individual task orders.
C.1.3 Contract Objectives
The Contractor shall have the capability to provide the full range of water-resources research and software engineering capabilities required for the successful and timely completion of the tasks described in this PWS. The Contractor shall be capable of performing successful contract management on a contract of this size and complexity. No separate task order shall be issued for program management and administrative functions; these costs shall be included in the price/cost of each task order.
C.1.3.1 Management and Staffing
The Contractor shall provide qualified personnel with the technical, administrative, managerial, and supervisory capabilities necessary to ensure effective performance of the contract. The Contractor is responsible for managing, directing, supervising, organizing, and coordinating Contractor activities in support of this PWS.
C.1.3.1.1 Staffing Considerations and Suggested Skills
The Contractor is to staff appropriately to provide qualified personnel with the technical skills necessary to ensure effective performance and to accomplish the outcomes defined by the Performance Work Statement (PWS) and the individual Task Orders.
Some special considerations and skills suggested for personnel to be assigned to this contract include:
(a) Ability to collaborate successfully with geographically dispersed USGS project teams.
(b) Expertise in surface-water hydrology, groundwater hydrology, and water quality and experience in software development (environmental scientist.)
(c) Special expertise in surface-water hydrology, groundwater hydrology, water quality, or computer science (technical specialist.)
(d) Expertise in software engineering, expert systems, graphics, GIS, databases, and human factors of the user interface (computer system analyst.)
(e) Experience with various legacy and contemporary programming and scripting languages and environments, including but not limited to: Fortran 77 and later, C, C++, Visual Basic versions 6 and .net, MatLab, R, S-Plus, Python, Access, MapWindows, and
BASINS.
(f) Experience with various water resources applications and environments, such as:

C.1.3.2 Performance Metrics
Well-defined performance metrics and measurement methodology for supporting a performance-based contract structure are required.
C.1.3.3 Reports
Accurate performance and financial reports and invoices regarding performance on this contract are required. The contractor shall also provide other reports, documentation, and deliverables as required by individual task orders.
C.2 CONSTRAINTS, STANDARDS, AND NONFUNCTIONAL REQUIREMENTS
The PWS is intended to provide contractors with maximum flexibility to propose innovative approaches and solutions. However, there are a number of policies, standards, and practices that may constrain the solutions. This section provides information relevant to USGS WMA software requirements for this solicitation. Additional perspective on the scope of request is also provided.
C.2.1 Technical Standards
All Software shall be free of malicious code. In the case that software developed is USGS Scientific Software, and subject to USGS fundamental science practices, review and approval in collaboration with USGS staff will be required in the scope of work. All software development, review, and release must conform to best practices and USGS supported options for sofware source-code management and release as described on the ‘USGS Software Management’ website (https://www.usgs.gov/products/software/software-management).
C.2.2 Operating Systems
USGS uses a combination of Personal Computers (PCs), Unix servers, and Macs. The majority of users are on PCs. Currently, the primary target platform for software is the PC. USGS is currently working in Windows 10 and will expect to migrate to successor

Water Mission Area (WMA) versions of Windows. As technology and operating systems change and USGS needs change, it is expected that target platforms for some applications may include tablets, handhelds, and smart phones.
USGS web and data management systems that are not intended for use on individual systems are primarily packaged and deployed using Docker containerization and cloud infrastructure. In other cases, software packages used by USGS are built and deployed via community package repositories such as pypi and CRAN. Details of software build, deployment, and distribution will be specified in individual task orders.
C.2.3 Programming and Scripting Languages
Programming and scripting will conform to standards established by recognized international or national organizations such as the International Organization for Standardization (ISO, http://www.iso.org/iso/home.htm) or the American National Standards Institute (ANSI, http://www.ansi.org/). If no such standard exists for a language that the Contractor proposes to use, the Contractor will be required to provide documentation of the standards they follow. This includes, but is not limited to, Java, VB.Net, C, C++, Fortran, MatLab, Python, Perl, R, XML, and UsgsHydroML (http://water.usgs.gov/XML/NWIS/nwis_hml.htm). Extensions to or deviations from a standard must be documented by the Contractor and approved by the USGS.
Legacy software will be upgraded to current standards on a case-by-case basis at the Government's discretion.
C.2.4 Information Technology Security Requirements
All existing Department of Interior and USGS security policies, rules and regulations must be adhered to, see Part H.1, Security Requirements.
C.2.5 Ownership and Licensing
All software developed and written for the Government becomes the property of the Government. All source code, scripts, and other necessary, related files shall be provided to the Government.
C.2.6 Corrective Maintenance
The Contractor shall provide corrective maintenance to address errors that prevent the software from performing as originally intended. These errors include, but are not limited to, design errors, logic errors, and coding errors.
C.2.7 Status Reports
The Contractor shall provide a written status report on a monthly basis. The report shall be submitted to the COR via electronic mail in a mutually agreeable electronic format. A status report shall include, at a minimum:
(a) Progress for the period: Summary of accomplishments, findings, progress, and activities for the reporting period;
(b) Tasks planned for the next reporting period: Activities and status of deliverables, actual or anticipated date of deliverables; and
(c) Problems encountered: Identify any problems, issues, or other delays with recommendations for their resolution and any corrective actions that were taken to correct the problem.
C.2.8 Travel Requirement
All travel shall be in accordance with the Federal Travel Regulation. Travel when required to participate in meetings, mentoring, and training. Travel will commonly be to Reston, Virginia or Denver, Colorado, but may include locations in any part of the United States. Duration of meetings will usually be one to three days but occasionally a full week or more may be required. Duration of travel related to mentoring or training is generally three to five days.
C.2.9 Federal Records Act
The Federal Records Act (44 U.S.C. 2904, 3101, and 3102) requires that all Government employees and contractors make and

It permits deletion of E-mail records on the user's screen or mailbox after the records are preserved in an official recordkeeping system.
C.3 SECTION 508 APPLICABLE STANDARDS
The resources acquired in this investment must meet all applicable standards established by the Access Board in 36 CFR Part 1194, including technical, functional performance, information, documentation, and support standards. The products, services, information and data that are provided to the Government or the public as a result of this acquisition shall afford individuals with disabilities access comparable to that afforded to individuals without disabilities.
Portions of these standards may be applicable to individual task orders under this contract. The individual task order will provide the required details.
Full 508 compliance is required for any part that interfaces with the public. Reasonable workplace accommodations may not require full 508.
E201.1 Scope ICT that is procured, developed, maintained, or used by agencies shall conform to the Revised 508 Standards.
E206.1 General. Where components of ICT are hardware and transmit information or have a user interface, such components shall conform to the requirements in Chapter 4.

Chapter 2 (Scoping Requirements), and where otherwise referenced in any other chapter of the Revised 508 Standards or Revised 255
Guidelines.
Exception from E501.1 Scope: Where Web applications do not have access to platform accessibility services and do not include components that have access to platform accessibility services, they shall not be required to conform to 502 or 503 provided that they conform to Level A and Level AA Success Criteria and Conformance Requirements in WCAG 2.0 (incorporated by reference, see
702.10.1).
602.1 General.Documentation that supports the use of ICT shall conform to 602.
602.2 Accessibility and Compatibility Features. Documentation shall list and explain how to use the accessibility and compatibility features required by Chapters 4 and 5. Documentation shall include accessibility features that are built-in and accessibility features that provide compatibility with assistive technology.

SECTION D – PACKAGING AND MARKIN
D.1 GS0501 PACKAGING AND MARKING - COMMERCIAL PRACTICE JULY 2001
(a) All deliverables required under this contract shall be preserved, packaged, marked and shipped in accordance with normal/standard commercial practices and in a manner that will afford protection against corrosion, deterioration, and physical damage during shipment to insure acceptance by common carrier and safe arrival at destination. The items shall be packed in a manner conforming to the requirements of Uniform Freight Classification for rail shipment; National Motor Freight Classification for truck shipment; Parcel Post Regulations, and the regulations of other carriers as applicable to the mode of transportation employed.
(b) All containers shall be plainly marked on or adjacent to the exterior shipping label to show the contract number, description of contents, and contractor's name.
(c) The Contractor shall guarantee all required materials shall be delivered in immediate usable and acceptable condition. Any other specific requirements will be specified in the applicable delivery order.
D.2 G0502 PACKING LIST JULY 2001
A packing list or other suitable shipping document shall accompany each shipment and shall show the (a) name and address of consignor, (b) the name and address of consignee, (c) Government contract and (if applicable) order number, (d) Government bill of lading number covering the shipment, if any, and € description of the material shipped, including item number, quantity, number of containers, and package number if any.
D.3 GS0515 MARKING -- MAGNETIC MEDIA (INCLUDING SOFTWARE) JULY 2001
Packages containing software or other magnetic media shall be marked on external containers with a notice reading substantially as follows: "CAUTION: SOFTWARE/MAGNETIC MEDIA ENCLOSED. DO NOT EXPOSE TO HEAT OR MAGNETIC FIELDS."

Government inspection of delivered items will be performed at destination by the COR or an authorized inspector.
E.3 GS0721 INSPECTION AND ACCEPTANCE PERIOD JUL 2001
(a) It is anticipated that inspection and acceptance shall be completed by USGS personnel within 7 days after delivery of all completed deliverables by the contractor, at which time the contractor will be informed of any deficiencies or of final payment approval.
(b) If the Government subsequently rejects the items, and repair or replacement cannot be affected within the contract delivery date, the contractor may request that the contract delivery date be extended one day for each day the Government required for inspection in excess of the above allotted inspection period.
E.4 GS0721 GENERAL ACCEPTANCE CRITERIA
General quality measures, as set forth below, will be applied to each work product received from the vendor under this contract.
Accuracy - Work Products shall be accurate in presentation, technical content, and adhere to accepted elements of style.
Clarity - Work Products shall be clear and concise all diagrams shall be organized and relevant to the supporting narrative(s).
Consistency to Requirements - All work products shall satisfy the requirements of this contract.
File Editing - All text and diagrammatic files shall be editable by the Government.
Format - Work Products shall be submitted in hard copy (where applicable) and in media mutually agreed upon prior to submission, unless otherwise specified herein. Hard copy formats shall follow any specified Directives or Manuals.
Timeliness - Work Products shall be submitted on or before the due date specified herein or submitted in accordance with a later scheduled date determined by the Government.
E.5 QUALITY ASSURANCE
The COR or designated inspector will review, for completeness, preliminary or draft documentation that the Vendor submits, and may return it to the Vendor for correction. Absence of any comments by the COR will not relieve the Vendor of the responsibility for complying with the requirements of this work statement. The period of performance for each task order under the resulting IDIQ contract will be established and defined at the Task Order level and within the Task Order’s Statement of Work.
F.4 GS0916 PERIOD FOR EXERCISE OF OPTION TO EXTEND SERVICES JUL 2001
For the purposes described in FAR 37.111, the Government may exercise the option to extend the contract and/or any issued Task Orders under the clause 52.217-8, Option to Extend Services, by written notice issued to the Contractor prior to the expiration of the initial contract or Task Order period or any option period, including any previous extensions under this clause. When such date falls on the last day of a fiscal year, notification must be provided within 7 days after funds are appropriated and available for the new fiscal year.

F.7 Reports
The contractor will be required to keep track of all orders placed against their IDIQ contract. The contractor will be required to submit an updated list of all orders placed against the IDIQ to the CO and the COR on a quarterly basis. The quarterly report may be submitted in a format agreed upon by both parties (Government and Contractor), but preferably MS Excel. The contractor shall keep track of the individual and total value of all orders placed against their IDIQ contract.
Other reports are required under the IDIQ contract and/or issued Task Orders. See the master Performance Work Statement (PWS) for other reporting requirements. Any additional reporting requirements not specified in the master PWS will be defined at the Task Order level.
F.8 GS0924 UNSCHEDULED CLOSURES MAR 2003
(a) The USGS facility where vendor employees are working may occasionally have unscheduled closures in which federal employees are dismissed on administrative leave (such as for inclement weather, holiday early closings, power outages, or other emergencies). In these cases, the Contracting Officer or COR will advise the vendor whether any of the vendor's activities are considered critical and require continued performance. In most cases, the Vendor employees not performing critical tasks will not be allowed to remain in the facility after federal employees are dismissed.
(b) If the vendor opts to treat these nonproductive hours as paid leave, these hours are billable at the established contract rates. The total number of hours billed on such days may not exceed the number scheduled for affected employees and may not include overtime hours.
(c) Paragraph (b) does not apply and nonproductive hours are not billable as direct hours worked where the vendor's accounting system normally treats leave of the type used as an indirect or fringe benefit pool expense.

(b) If the Contractor fails to respond in a timely manner to any portion of this contract, delay will be attributed to the Contractor. Although the period of performance may change due to the delay, the price may be subject to a downward adjustment.
(c) If the Government delays performance of this contract, the period of performance and/or price may be revised upon mutual agreement between the Government and the Contractor.
(d) In the event the contractor anticipates difficulty in complying with any delivery schedule contained in the contract, the contractor shall immediately notify the Contracting Officer in writing, giving pertinent details, including the date by which it expects to make delivery; PROVIDED, however, that this data shall be information only in character and that receipt thereof shall not be construed as a waiver by the Government of any contract delivery schedule, or any rights or remedies provided by law or under this contract.

G.2 DOI ELECTRONIC INVOICING Electronic Invoicing and SEPT 2011 Payment Requirements – Internet Payment Platform (IPP)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
Send a copy of the approved progress or final invoice for each Task Order. A cost breakdown of all products or services delivered and accepted by the Government and costs/prices associated with such deliverables. Contractor invoices must include all the informational detail required by the Prompt Payment clause, including but not limited to: Task Order number; line items numbers; descriptions; quantities; unit prices; and period of performance. To constitute a proper invoice, the payment request must comply with the requirements identified in FAR 32.905(b), Payment documentation and process, and applicable Prompt Payment clause. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the original contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the contracting officer.

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause.
A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.
G.4 UNILATERAL DEOBLIGATION OF UNEXPENDED FUNDS MAY 2013
Contracting Officers may de-obligate unexpended balances with a unilateral administrative modification when all the following applies:
(a) The following clause is included in the award, either initially or subsequently by bilateral modification:
The contract shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the period of performance, the government reserves the right to issue a unilateral modification de-obligating any unexpended funds, and to initiate closeout procedures.
(b) The Contracting Officer has contacted the cognizant program official to confirm that all work is complete and deliverables received and accepted.

SECTION H -- SPECIAL CONTRACT REQUIREMENTS
H.1 INFORMATION TECHNOLOGY SECURITY REQUIREMENTS SUMMARY
1. Background Investigation : Vendor employees who will have access to federal information technology (IT) systems are subject to background investigations by the Federal Office of Personnel Management. Procedures for investigations and obtaining identity credentials are described in clause GS1414. The level of investigation required will be the same as would be required for federal employees holding positions involving similar duties.
Based on the risk and sensitivity of duties performed and system access authorities to be granted, the following type of background investigations will be required, as described in DOI Departmental Manual Part 441, Chapter 3, (available at:
https://www.doi.gov/document-library/departmental-manual/441-dm-3-position-risk-and-sensitivity-level-designation ).
2. Non-disclosure Agreement: Prior to receiving access to USGS computers, vendor employees shall be required to sign nondisclosure or other system security agreements, depending on the systems to be used and level of access granted.
Restrictions on use, duplication and disclosure of sensitive and proprietary data are covered in clause GS1406.
Work under this contract may involve design, development, or operation of (access to) systems containing personal information protected by the Privacy Act (5 U.S.C. Section 552a).
The vendor will not be required or permitted to respond to requests for Privacy Act data or to make decisions about releases of data under the Act. Vendor will ensure its employees are instructed to safeguard against improper use or release of such data and advise them that violation of the Act may involve criminal penalties. The vendor will comply with FAR clause 52.224-2, Privacy Act, incorporated herein by reference, and with DOI Privacy Act regulations at 43 CFR 2, Subpart D, available at: https://www.ecfr.gov/current/title-43/subtitle-A/part-2/subpart-D and https://www.doi.gov/privacy/regulations
3. Training: Vendor employees shall complete USGS-defined Federal Information Systems Security Awareness computer security training before being granted system access and must renew the training annually. Failure to complete training within the required timeframe may result in loss of system access for that user. Vendor employees with significant IT security responsibilities shall also complete specialized role-based training.
4. Personnel Changes: Before starting work, the vendor will provide a listing to the COR/technical liaison identifying vendor and subvendor employees requiring access to USGS systems for performance of work hereunder and will assign each person a unique user ID conforming to USGS policy in Survey Manual Chapter 600.2.1. The vendor shall immediately advise the USGS Project Officer when any of their personnel no longer require USGS computer access so that those ID's and access privileges can be cancelled. When possible, the COR must be notified in advance of any potentially unfriendly termination of an employee or subvendor.
5. Vendor Location : No portion of the services to be performed hereunder may be performed outside the United States without the express written permission of the Contracting Officer. If a vendor proposes to perform services outside the United States, the vendor must submit a Security Plan to address mitigation of security issues due specifically to location.
The Security Plan Template is available upon request from the Contracting Officer. Such proposals will not be accepted unless the vendor can demonstrate that the Government systems or data would be no more vulnerable than if work were performed domestically.
6. Applicable Standards: Vendors shall follow the DOI System Development Life Cycle (SDLC), NIST SP800-64, and the DOI SDLC Security Integration Guide or similar methodology as determined appropriate by the applicable Government system owner/program manager. NIST SP800-64 is available at

7. Asset Valuation: Asset valuation on USGS systems to which the Vendor may have access under this contract will be conducted by the Government or another of its vendors.
8. Property Rights: The Government shall be granted unlimited rights in software or data produced hereunder as described in FAR clause 52.227-17, Rights in Data—Special Works, incorporated by reference herein.
9. Independent Verification and Validation (IV & V): In the development or maintenance of custom applications, software will be independently verified and validated using a methodology determined appropriate by the Government system owner/program manager prior to being moved into production.
Vendor will ensure that independent verification and validation, as deemed appropriate by the applicable Government system owner/program manager, is performed on software deployed on vendor managed systems containing USGS data, in accordance with DOI SDLC Security Integration Guide or similar methodology.
10. Certification & Accreditation: The vendor will perform Certification and Accreditation (C&A) services on the application developed or maintained hereunder prior to going into production. The application must be re-accredited every three years or whenever there is a major change that affects security as determined by the Government system owner.
C&A documents will be provided to the COR in both hard copy and electron forms. The vendor must follow NIST SP 800-37, 800-18, 800-30, 800-60 800-53A, Federal Information Processing Standard (FIPS) 199 and 200, the associated DOI guides/templates, the DOI Security Test & Evaluation (ST&E) Guide, and the DOI Privacy Impact Assessment. NIST documents are available on the Internet at http://csrc.nist.gov/publications/nistpubs/. FIPS documents are available the internet at http://csrc.nist.gov/publications/nistpubs. The vendor may request copies of DOI documents by contacting the Contracting Officer.
The Government reserves the right to conduct the ST&E, using either Government personnel or an independent vendor.
With the approval of the Government system owner, the vendor will take immediate and timely action to correct or mitigate any weaknesses discovered, as necessary, to bring the application or system into compliance with the above requirement.
Certification and Accreditation on USGS systems to which the Vendor may have access under this contract will be conducted by the Government or another of its vendors with the knowledge and approval of the Government system owner, the Vendor must maintain systems that are compliant with NIST SP 800-18, 800-30, 800-37, 800-53A, 800-60, Federal Information Processing Standard (FIPS) 199 and 200, the associated DOI guides/templates, the DOI Security Test & Evaluation (ST&E) Guide, and the DOI Privacy Impact Assessment.
