About this file

This document is a Statement of Work (SOW) for a Physical Access Control System and Camera System Acquisition project at the U.S. Geological Survey (USGS) Wetland and Aquatic Research Center in Gainesville, Florida (WARC-GNV) and Lafayette, Louisiana (WARC-LFT).

The project requires the replacement of the existing manual door locking mechanisms at WARC-GNV with a LenelS2 OnGuard Enterprise Physical Access Control System (E-PACS) integrated with an Avigilon security camera system. The system must adhere to GSA's FIPS 201 standards for Identity, Credential, and Access Management (ICAM) technologies. The scope includes providing and installing all required LenelS2 OnGuard controllers, card readers, and other hardware and software, as well as the Avigilon network video recorders, cameras, and licensing. Integration between the access control and video systems is required. The contractor must have applicable licenses, follow relevant codes and standards, and maintain a clean work environment. Final inspection and acceptance will be performed by WARC technical liaisons.

The related federal contract opportunity, Solicitation 140G0124Q0272, is a 100% small business set-aside for a Physical Access Control System Upgrade/Replacement at the WARC-FL facility. The solicitation will be issued on 8/16/2024 with written quotes due on or about 8/30/2024. The anticipated award date is 9/14/2024.

Project Name: Physical Access Control System and Camera System Acquisition

Project Location(s): Department of the Interior (DOI)/U.S. Geological Survey (USGS)

Wetland and Aquatic Research Center @ Gainesville (WARC-GNV) 7920 NW 71 Street Gainesville, FL 32653

Wetland and Aquatic Research Center @ Lafayette (WARC-LFT) 700 Cajundome Blvd Lafayette, LA 70506-3152

Requirements/Specifications

General Description

Wetland and Aquatic Research Center in Gainesville, FL (WARC-GNV) has a requirement to replace the existing doors that are controlled by a manual locking configuration, and newly targeted doors with a LenelS2 OnGuard Enterprise Physical Access Control System (E-PACS) system. This installation of the LenelS2 OnGuard system once installed is to have the capability of being integrated with the, but not limited to the version of the LenelS2 OnGuard system (Product Version 8.2.524.0) which is currently installed in the Lafayette, LA office (WARC-

LFT).

- WARC-GNV’s existing manual door locking mechanisms consist of a combination of Keyless Door Locks (Alarm Lock DL3000 & Adams Rite AR3090) and a normal lock installed on doors/gates throughout the center.

In addition to the providing a LenelS2 OnGuard system, an accompanying Avigilon security camera system designed to meet, but not limited to the recommended specs specified is to be provided as an integrated component. Please refer to Video Security Integration section for specifications.

The LenelS2 OnGuard must adhere to conformance and compliance referenced by GSA’s support of interoperable and standards-based Identity, Credential, and Access Management (ICAM) technologies throughout the Federal Government. See attached GSA_FIPS.pdf and/or the section under Requirements for complete details.

Integration of LenelS2 OnGuard with the Avigilon Control Center Video Management System will provide end-to-end management from a “single” application while ultimately reducing the yearly maintenance & management cost for both centers.

Note: Where WARC is listed will refer to both sites; WARC-LFT & WARC-GNV

Scope of Project

LenelS2 OnGuard - Controller

Provide and install all required controller(s), racks, software, licensing (software and/or hardware) and other miscellaneous items required for a fully functional LenelS2 OnGuard system.

- Configure (including testing where applicable) all hardware (unless otherwise specified), software, and miscellaneous items as required.

- Controller(s), racks and other associated head end equipment for the system shall be in one central location, when/where possible, o Location to be pre-approved by WARC technical Liaison or associated representative.

o Provide all cabling, cords, End-Of-Line (EOL) devices, and adapters as needed.

o All input, output and reader cables terminating on controller(s), etc. are to be labeled accordingly.

LenelS2 OnGuard Card Readers

Each door/gate is to be assessed as to what style of HID Signo Series PIV Reader will be best suited for its location in addition/modification of the following door(s)/gate.

- Pedestrian/Vehicle Gates: Provide and install/integrate reader, suitable exit button/pedestal.

o Exit Button Affixed to the pedestal and housed in a single-gang Red Dot® electrical box made from durable die-cast aluminum and an accompanying Red Dot® die-cast flip-lid weatherproof cover to shield the exit button.

o Pedestal Is to be constructed of “black colored” aluminum of suitable height and form (i.e. curved pedestal) anchored in the ground via concrete.

o All wiring associated with the exit button, pedestal, and reader is to be ran in suitable conduit including the run back to the LenelS2 OnGuard system in MAIN building.

Use of existing conduit is optional.

Additional trenching and boring maybe required.

- Auditorium North and Vehicle Gate: Provide and install/integrate Veridt Stealth Dual Readers (p/n 900W2036) for added heighten security measures.

See supporting documentation regarding center layout & doors/gates.

- LocationMap_WARC-GNV.pdf – Center’s current layout

- DoorInfo_WARC-GNV.pdf – location of doors per building

Keyless Door Locks and accompanying locking mechanism (where applicable)

WARC Facility/IT Staff will work with the Keyless Door Lock manufacturer(s) as needed to modify the locks to remain “permanently locked/unlocked”, allowing the doors to work with a subtle locking mechanism.

- Modify/replace existing door strike to work with E-PACS or provide/install new door strike.

- If modifying, replacing, or purchasing new strike is not doable, provide subtle locking mechanism.

- Any modifications performed; the end result is to coincide with the existing décor.

Video Security Integration

The LenelS2 OnGuard system, as stated in the General Description section above is to be integrated with the Avigilon Security Camera system as stated but is not limited to.

- Integration is defined as the following.

o Video Management System Unification: Provide the following features in video management system when used in conjunction with access control software.

o Link cameras and doors on a single screen.
