About this file

This document is a Sole Source Justification for a planned acquisition under the Simplified Acquisition Threshold by the U.S. Geological Survey (USGS) Pennsylvania Water Science Center.

The USGS plans to award a new firm-fixed price Indefinite-Delivery Infinite-Quantity (IDIQ) contract to SGS North America, Inc. located in Orlando, Florida to provide analytical laboratory services, including supplying bottles, analyzing water and soil samples, and delivering results in hard copy and electronic formats. The period of performance is July 1, 2024 through June 30, 2029. SGS North America, Inc. has been the incumbent laboratory for this project since 2018, and it is necessary to continue using them to preserve the continuity of the analytical data. The USGS justifies this sole source award under FAR 13.106-1(b)(1) as SGS North America, Inc. is the only reasonably available source. The estimated dollar value is not provided. The NAICS code is 541380 with a $19.0 million size standard. The anticipated award date is June 24, 2024.

SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD

1. Contracting Agency and Activity. The Department of the Interior, United States Geological

Survey, plans to contract on a sole source basis. This document sets forth the justification and approval as required by FAR 13.106-1(b)(1).

2. Nature of Action Being Approved. The USGS Pennsylvania Water Science Center requests a new firm-fixed price Indefinite-Delivery Infinite-Quantity (IDIQ) to SGS North America, Inc.

Submitting analytical samples to SGS North America, Inc. laboratory located in Orlando, Florida. Period of performance is 07/01/2024 – 06/30/2029.

3. Description of Supplies or Services. The SGS North America, Inc. laboratory will supply the necessary bottles upon request and analyze the water and soil samples for specific analytes.

Results will be delivered to the Pennsylvania Water Science Center, U.S. Geological Survey, new Cumberland, Pennsylvania in hard copy (PDF format) and electronically along with the associated internal quality assurance and quality control (QA/QC) results. QA/QC results will only be provided in the hard copy deliverable.

4. Estimated Dollar Value.

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) – only one source reasonably available.

6. Rationale Supporting Use of Citation in No. 5. The Pennsylvania Water Science Center

(PWSC) has been conducting a study at the Open Burning / Open detonation (OB/OD) area and

Flashing Furnace facility at Letterkenny Army Depot since 2018. The primary laboratory that has conducted the analytical analyses for the project since 2018 has been the SGS North

America, Inc. in Orlando, Florida. The current analytical results need to be compared to results from previous years, it is imperative that analytical analyses be conducted by SGS North

America, Inc. laboratory to preserve the continuity of data, and the data be reported directly to the PWSC. If Pennsylvania Water Science Center were to change labs six years’ worth of data would be lost because the chemical characteristics could change from the site or switching labs.

If another lab was chosen to conduct the analytical analyses USGS would lose annually with duplication of costs and efforts. The costs were derived from past history of six years working with SGS North America, Inc. This laboratory meets all the project requirements for reporting detection levels for the analytes required by the project workplan for environmental monitoring in the vicinity of the OB/OD area developed by LEAD in coordination with the Pennsylvania of Environmental Protection.

SGS North America, Inc. laboratory located in Orlando, Florida conducts analyses for the volatile organic compounds, semi-volatile organic compounds, and explosive compounds that are required for testing within the permit requirements that allow operation of the OB/OD areas and Flashing Furnace at the

Letterkenny Army Depot.

conducting analytical analyses. ALS does not analyze for explosive compounds nor the entire list of semi-volatile organic compounds that are required as part of the permit for the OB/OD areas and the Flashing Furnace.
