About this file
This document is a Statement of Need (SON) for a Total Organic Carbon (TOC) Analyzer to support projects at the USGS Woods Hole Coastal and Marine Science Center. The SON outlines the required salient characteristics and components of the TOC analyzer, including separate analysis of non-purgeable organic carbon (NPOC) and dissolved inorganic carbon (DIC), high temperature catalytic oxidation, autosampler capabilities, and compatibility with an isotope ratio mass spectrometer (IRMS). The analyzer must meet specific performance requirements for measurement range, accuracy, precision, and analysis time.
The related federal contract opportunity is a solicitation (Solicitation Number: 140G0124Q0142) for the USGS Woods Hole Coastal and Marine Science Center to procure a TOC analyzer. The solicitation is for a brand-name OI Analytical 1030 TOC analyzer, with no equivalents accepted. The anticipated award date is 04/25/2024, and all responsible sources may submit a quotation by 04/18/2024. The NAICS code is 335999 with a size standard of 600 employees, and vendors must be registered in SAM.gov to be awarded the contract.

Statement of Need: Total Organic Carbon (TOC) Analyzer
1.0 Statement of Need:
The USGS Woods Hole Coastal and Marine Science Center (the Center) requires analyses of Total organic carbon (TOC) to support numerous projects investigating the production, transport, and fate of TOC from seafloor methane seeps, estuaries, and marshes and in natural waters. The TOC analyzer will support projects funded by USGS appropriated funds and reimbursable funds from various federal sources.
To continue supporting ongoing and planned mission critical investigations, a TOC analyzer that employs a high temperature catalytic oxidation process, has an autosampler and is potentially compatible with an IRMS is required.
2.0 Salient Characteristics/Components:
The TOC analyzer must have the following salient characteristics and components:
· Separate analysis of NPOC and DIC. NPOC is defined as non-purgeable organic carbon. DIC is defined as dissolved inorganic carbon
· NPOC must be converted to CO2 for analysis with a non-destructive nondispersive infrared detector (NDIR) by high temperature platinum catalyzed combustion at 680°C in a carrier stream of either zero air (80% N2, 20% O2) or pure O2.
· Demonstrated capability to analyze greater than 1000 high salinity (~3% NaCl) samples without replacing the guard tube or catalyst.
· Capable of stop flow/pulsed time sample injection to reduce column loading and salt accumulation in the reactor
· Sample volume injection ranges from 50 microliters to 2 milliliters
· Non-destructive analysis of total nitrogen (TNb) following high temperature catalytic oxidation at 720°C.
· Software available to permit real-time data viewing and automatic generation of customized reports.
· Software compatible with Windows 10 & 11 Enterprise operating systems.
· An instrument-controlled self-cleaning autosampler that holds at least 60 samples
· Compliant with USEPA, CEN, USP, EUP, ASTM, ISO, DIN and STD standards and methods
· Measurement range of 50 ppb to 2000 ppm for carbon (C)
· An accuracy of 2% relative or 2% of scale, and precision of 3% relative standard deviation (RSD) for C
· Measurement range of 100 ppb to 1000 ppm for nitrogen (N)
· An accuracy of 2% or 1% of scale, and precision of 3% RSD or 25 ppb (whichever is greater) for N
· Measurement time less than 5 minutes for each sample
· Analysis of C and N on same run
· User-controlled sample volume injection ranges from 50 to 2,000 microliters, in 10 microliter increments
· User programmable inputs (2) and outputs (2) that will allow an externally generated signal to advance the sample sequence
· 12 months warranty on parts and labor
· Includes accessories that would permit analysis of CO2 with an isotope ratio mass spectrometer (for example, an expansion volume enhanced permeation tube downstream of the reactor)
4.0 DELIVERABLES
The vendor will install the TOC analyzer equipped with an NDIR and TNb detectors and an autosampler on site at the UGGS Woods Hole Coastal and Marine Science Center. The vendor will also install software on the provided PC and demonstrate proper instrument control and data acquisition. The vendor will demonstrate the performance of the dry closure contact to simulate sample analysis triggered by external device. Installation will include analysis of seawater standards within 2% of the accepted value with a precision of less than 3% RSD from multiple (3) injections.
