Intent to Award Notice – 140G0124Q0121

The US Geological Survey (USGS) has a requirement for a new 5-year contract for DATAPAGES and

DATAPAGES EXPLORATION OBJECTS (DEO) Subscriptions.

American Association of Petroleum Geologists (AAPG) Datapages, Inc. is the only source available in the marketplace providing electronic access to AAPG Datapages/DEO and its unique collection of geoscience community research documents. While AAPG Datapages, Inc. does not own the content, they are the host provider under terms of agreement with each geological society whose data is included in these databases.

Various geological societies voluntarily provide content to AAPG Datapages, Inc., who digitally captures the geological publications and archives them to the archive search database.

The USGS Library’s role is to support the USGS mission by enabling scientists to find, get and use data for their research. Advancing our scientific understanding in key mission areas, AAPG Datapages facilitates research in:

• Mineral and Energy Resource Assessments: Datapages provides a single point of access to vast historical and current oil and gas well data, production data, and geologic maps. This empowers

USGS researchers to conduct accurate resource assessments, estimate potential reserves, and inform strategic planning for domestic energy security.

• Natural Hazards Mitigation and Preparedness: The platform's comprehensive geoscience data, including seismic and well log data, can be crucial for understanding earthquake risks, volcanic activity, and other natural hazards. This information aids USGS researchers in developing mitigation strategies, issuing early warnings, and preparing for potential disasters.

• Environmental Monitoring and Protection: Datapages enables USGS researchers to monitor environmental changes like groundwater contamination, land subsidence, and ecosystem health.

By analyzing well data, production trends, and geologic formations, USGS researchers can identify potential environmental risks and implement protection measures.

• Scientific Research and Education: The platform serves as a valuable resource for USGS scientists conducting research on various geological phenomena. Access to diverse data facilitates studies on topics like basin analysis, tectonic plate movement, and climate change, advancing scientific understanding and informing future research directions.

• Public Outreach and Information Dissemination: Datapages can be leveraged to create informative maps, visualizations, and educational materials for the public. This fosters transparency, increases public awareness about geological processes and resources, and promotes responsible stewardship of the Earth.

In addition to providing access to comprehensive geoscience data, AAPG Datapages features a search engine and analytical tools enabling USGS researchers to quickly find and interpret relevant data. Users can filter, map, and visualize data to identify trends, patterns, and anomalies, leading to better decision-making.

The total anticipated period of performance will be Date of Award – 03/31/2025.

The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to AAPG Datapages, Inc., unless it is contacted by any vendor who believes they have can provide a service that can meet the needs of this requirement. Vendors are invited to contact the Contract Specialist, Tricia Rampersad via email at trampersad@usgs.gov no later than 1:00 PM EDT, Monday, April 1, 2024, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting

Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

The U.S. Geological Survey (USGS) Library requests a sole source acquisition to continue an institutional subscription for American Association of Petroleum Geologists (AAPG) Datapages Archive, Search and

Discovery, and the Datapages Exploration Objects (DEO) Database from AAPG Datapages, Inc. This procurement is meant to continue a long-standing subscription previously obtained through our subscription services vendor under a separate agreement.

AAPG Datapages Inc. is the digital publisher for AAPG and the geoscience community. Archives is the digital library that captures, catalogs, and archives geological publications such as, but not limited to, AAPG Bulletins and Special Publications to electronic media.

Datapages Exploration Objects (DEO) is the most recent product launched by AAPG Datapages, Inc. The

DEO database brings GIS technology, portal searching, and deep indexing technology to the search-and-retrieval process then delivering all files in georectified or geolocated formats suitable for import to a mapping application. All data in the program are mappable.

Accessing these contents on the AAPG Datapages platform allows for simultaneous searching and retrieval of geosciences publications and datasets, in a portal that is growing with new research documents from more than 45 different geological society publishers and visual objects from more than 55 petroleum geology organizations.

The statutory authority for this sole source acquisition is in accordance with FAR 13.106-1(b)(1) – only one source reasonably available. USGS believes that AAPG Datapages, Inc. is the only source available with a product that provides the requisite information to USGS scientists and USGS leadership. USGS believes that AAPG Datapages, Inc. is the only source with the following required functionality:

• A search engine.

• Analytical tools enabling USGS researchers to quickly find and interpret relevant data.

• The ability to filter, map, and visualize data to identify trends, patterns, and anomalies.

• Unique collection of geoscience community research documents.
