About this file
This document contains Questions and Answers related to Amendment 1 for a federal contract opportunity for well drilling services throughout Pennsylvania.
The key details are:
- The contract is subject to prevailing wage rates, with specific wage determinations provided as attachments.
- A bid bond is not required for this Indefinite Delivery, Indefinite Quantity (IDIQ) contract, which has a minimum order quantity of $2,500.
- The contract covers five proposed well drilling sites, with the locations and updated Statement of Work provided as attachments.
- Vendors should submit a single bid sheet covering the total cost for all five wells, not individual bids per well.
- Payment and performance bonds are not required for this IDIQ contract.
- The contractor must complete a grout seal prior to drilling the full well depth, with an overnight curing period required.
- Silt/erosion control measures and site restoration efforts, including seeding and straw, are required. Handling of drill cuttings can be addressed through contract modifications if needed.

140G0124Q0153 Amendment 1 Q&A
Question# 1: The contract references Construction Wage rates, Is this project subject to Prevailing Wage Rates?
Answer: Yes, clause GS1440 Wage Determination Applicable (JUL 2001) has been updated to incorporate the following Wage Determinations Attachment 12 WD 2015-4237, Attachment 13 WD 2015-4205, Attachment 14 WD 2015-4235, and Attachment 15 WD 2015-4247 see attachments on SAM.gov notice. For future delivery task orders wage determinations will be incorporated and made a part of each task order since sites are yet-to-be-determined.
Question #2: Is the bid bond required with the bid? What percentage of the total bid is required for this bid bond?
Answer: No, a bid bond is not required at all for this IDIQ. The minimum quantity is $2,500.00 for this IDIQ. The minimum quantity does not exceed $35,000.00 based on FAR 28.102-2(a) and (c) based on this information a payment and performance bonds are not required to include bid bonds (bid guarantee) based on FAR 28.101-1.
Question #3: Location information is typically requested for a bid bond, no specific location for this bid?
Answer: Please reference the map this shows the five proposed well drilling sites, reference Attachment 8 Proposed Drilling Sites. Also, see the updated Statement of Work for the five well drilling locations, please reference B09 Attachment 16 Updated Statement of Work.
Question #4: The bid sheet and bid bond represent one well, correct?
Answer: No bid bond is required. The vendor should put together the total cost for all five wells that are listed in the statement of work onto one bid sheet.
Question #5: Will a bond be required for each individual task order?
Answer: Bond is not required for this IDIQ.
Question #6: How much time is required for the grout to set up before drilling out the well? Is there an option to use a bentonite seal and grout the well after it has been drilled out to total depth?
Answer: The Government is requesting that the vendor complete a seal with grout prior to drilling the remainder of the well. This means that there will be time required for this to set before the rest of the work at the site is completed. The Government would like this time to be overnight to ensure that the grout has time to properly cure. At this time, the Government does not want to include the option of performing this step after the well has been drilled to its final depth.
Question #7: What should be included in the Silt/Erosion control line item (Assuming the quantity of 100 feet is referring to silt fenece?) If a vendor is working at a site with a stream close by, can the vendor recommend a sediment pit and pumping from the sediment pit to a filter bag with additional silt socks/silt fence. If this is bid with minimal measures (100’ silt fence) and this scenario come up with a stream nearby, will the additional measures of sediment pit and filter bag be handled with a change order?
Answer: The 100ft is referring to the silt fence. Of the five sites there are 1 or 2 that are relatively close to streams and may need additional containments measures. The best option would be to have the winning vendor come and visit the site before making a decision to use regarding a sediment pit. This can be handled with a modification and if its within the statement of work.
Question #8: What should be included in site clean-up and resoration efforts? Restoration efforts will look very different depedning on the site conditions (an agricultural field versus a groomed area of a state park). Should restoration include seeding and straw?
Answer: Site restoration should include seeding and straw. This will be needed at most, but not all sites at the conclusion of drilling.
Question #9 What should be included in the scenario that all drill cuttings should be removed from the site? Can they be moved to another location and stay on-site? Do they need to be containerized and have analytical testing done before the proper disposal can be determined? I think this is an item that would have to be done on a per job basis due to the variation in possibilities. Is this something that could be handled with a change order if needed on a per task order basis?
Answer: For most sites where drill cuttings need to be removed, they will be allowed to remain on-site as long as they are moved to a separate location. If they do need to be containerized, analytical testing will not be needed prior to disposal because these are not contaminated sites. The best option would be to have the winning vendor come and visit the site before making a decision. This can be handled with a modification and if its within the statement of work.
