Statement of Work

INTRODUCTION AND BACKGROUND

Provide dedicated internet service to the St. Petersburg Coastal and Marine Science Center Saint Petersburg, FL office.

St. Petersburg Coastal and Marine Science Center is staffed with approximately 100 scientists, technicians, modelers, Programmers, and support staff who work to fulfill the mission of USGS.

Staffing at this location continues to grow annually in-step with the overall growth of the SPCMSC. Additional staff, program, and collaborative activities, in conjunction with data management initiatives, requires a reliable connection to the Internet for the office to conduct its business.

SCOPE

The objective of this task order is for the installation of a fiber optic service providing internet access for the St. Petersburg Coastal and Marine Science Center located at 600 4th street south Saint Petersburg FL 33701. The awardee shall provide dedicated internet access (DIA) services. This includes initial installation and obtaining of necessary permits, activation, circuit performance monitoring and reporting, and ongoing operational and maintenance responsibilities.

TECHNICAL REQUIREMENTS

Service to be installed at St. Petersburg Coastal and Marine Science Center located at 600 4th street south Saint Petersburg FL 33701.

1. Details of service to be provided

a. 1000 Mbps (1 Gbps) symmetrical Ethernet dedicated internet access (DIA).

b. Fiber optic media.

c. Any IP product or system developed, acquired, or produced must interoperate with both IPv6 and IPv4 systems and products and have available contractor/vendor IPv6 technical support for development and implementation and fielded product management.

2. Delivery of circuit

a. Fiber optic line delivered through underground conduit into facility demarc. Then connected at the extended demarc.

b. All necessary hardware and software to provide and support the designed solution.

c. Network Interface Device (NID) to provide a Gigabit Ethernet RJ-45 interface for connecting to customer equipment. An additional RJ-45 port for non-disruptive circuit testing should also be included.

d. Provide subnet static IP addresses for connecting customer equipment.

3. Network Management

a. Service will permit transit of all IP protocols.

b. Service is not subject to any data or bandwidth thresholds and data transfer will not be restricted or throttled in any manner.

c. Service to provide customer 24 x 7 x 365 access to network operations center (NOC) support in response to outages and other troubleshooting services.

d. Provider to supply service level agreement (SLA) for data connectivity and network reliability specifying terms including but not limited to circuit availability, delivery, latency, and Mean Time to Repair (MTTR) .

4. Period of Performance – March 28, 2024 to March 27, 2025 with 2 option years.

DELIVERABLES

1. Account number, circuit identifier, and all other information necessary for account management and support.

2. Circuit test results verifying circuit is functioning at full capacity and without errors.

3. Network Operations Center (NOC) support contact information and escalation procedures for problem resolution.

4. Authorized service level agreement (SLA).
