GENERAL INFORMATION
A. Introduction
The USGS Eastern Ecological Science Center (EESC) at Patuxent Research Refuge (PRR) requires window film removal and installation at the Gabrielson building, located at 12100 Beech Forest Rd Laurel, MD 20708.
B. Background
The United States Geological Survey (USGS), in conjunction with the United States Fish and Wildlife Service (FWS) occupy the Patuxent Research Refuge (PRR). The main entrance gate of the PRR is located at the intersection of Powder Mill Road, Route 197 and American Holly Drive (on PRR itself) in Laurel, MD. The EESC is located on the Central Tract of the Patuxent Wildlife Refuge, U.S. Fish and Wildlife Service. The EESC PRR Central Tract and Bee Lab area are comprised of several buildings, animal pens, and service roads. These are housed on approximately 13,000 acres of land. The front main gate at American Holly Drive is open from 7:00AM to 5:00 PM., Monday through Friday, except holidays. All visitors are issued identification cards during business hours.

D. Scope
Contractor shall provide all labor and materials to remove the existing, perforated window film from all windows, clean the glass, and install new window film.
1. WORK REQUIREMENTS
- Remove 4361 square feet of existing, perforated window film on 266 panels of glass.
- Clean all glass surfaces on 266 panels of glass.
- Provide and install Feather Friendly Harmony window film, utilizing 36 inch wide material.
- Remove all trash and debris from jobsite.
- Finished work will be inspected by the facilities manager and a member of the Bird Banding Lab prior to acceptance of work.
2. SUPPORTING INFORMATION
A. Place of Performance is USGS EESC Patuxent Research Refuge Gabrielson Bldg
B. Period of Performance is 64 days from the contract award date
C. Government will provide:
- Adequate power and water for the site
- Restroom facilities for the site
- Parking for contractor’s vehicles
- Refuse disposal for trash
D. Special Consideration
l. Technical government liaison for this contract is the USGS Facilities Manager.
2. Safety/Environmental: Contractor will wear proper personal protective equipment (PPE) when necessary and work safely within state and Federal OSHA mandated regulations
3. Security/Privacy issues (ingress to federal buildings and personnel clearances of contractors) Contractor will be trained on procedures on entering and exiting the buildings and gated areas on Patuxent Research Refuge.
4. All personnel working for the contractor must wear visible identification at all times, while on site (contractor provided), and the contractor will provide and keep updated a list of workers to the COTR for access/egress into the Center. Anyone not on this list may be refused entry into the Center.
5. Normal working hours are from 7:00am (Center Gates open) until 5:00 pm (Center gates close), Monday through Friday, except Government Holidays and during special events. Alternate hours of access may be approved by the facilities manager.

F. A majority of the work will have to be performed from ladders and/or a boom lift to reach second story windows.
G.A site visit, prior to bidding on this project, is required.
