About this file

This document is a set of Questions and Answers (Q&A) related to Amendment 3 of Solicitation 140G0124Q0068 for the drilling and construction of monitoring wells near Salinas, Puerto Rico.

The key details are:

  • The government is not planning any site visits before contract award, as the drilling locations are still pending final approval and permitting.
  • The government requires the use of rotosonic drilling to collect continuous core samples for the full depth of the boreholes, but will consider alternative methods if the vendor can demonstrate the ability to collect the same quality of core samples.
  • The scope of work includes rock coring for the full depth of the boreholes.
  • The government may need to check specific conductance periodically during the drilling process, either by lowering a probe down the borehole or by monitoring fluids being circulated. The related federal contract opportunity is a Request for Quote (RFQ) 140G0124Q0068 issued by the Department of the Interior, U.S. Geological Survey, Caribbean-Florida Water Science Center, with a solicitation due date of 02/20/2024. This is a 100% Total Small Business set-aside contract with a construction magnitude between $25,000 and $100,000.

140G0124Q0068 Amendment 3 Q&A

Question# 1: Will there be a site visitations scheduled?

Answer: The government is not planning any site visitations before the contract is finalized because the drilling locations are still tentative pending final approval from the municipality and permitting.

Question #2: Would alternative drilling methods be acceptable to use? SOW states rotosonic drilling. Some vendors use stem auger to drill the holes to set the monitoring well.

Answer: The government rotosonic drilling because we need collect continuous core the entire length of the borehole. If the vendor has capability of the collecting continuous core for the full depth using a method other than rotosonic, then their bid need to be very clear about how they will collect the core.

Question #3: Will there be any rock coring?

Answer: Yes, Per SOW the government wants continuous core from the enctire depth of the borehole.

Question #4: Will there be any sampling take palce while drilling the hole? If so, what type?

Answer: To the extent possible the government will need to check specific conductance periodically during drilling. This could be done with a probe dropped down the borehole, or if there are fluids being circuclated during drilling the government can possibly get an idea of changes in specific conductance from those.
