About this file
This document contains questions and answers regarding solicitation number 140G0123R0025 from the Department of the Interior US Geological Survey Office of Acquisitions and Grants to replace a 300-ton water chiller at the EROS facility. The solicitation seeks to replace an aging chiller unit with a new unit due to long lead times of approximately 6 months. Respondents can perform the work during normal business hours provided cooling can still be maintained for computer rooms, or in the fall of 2024 with an extended deadline of end of 2024. While shoring may not be required based on a previous replacement, match of existing piping and insulation materials is specified. The chilled water system uses 100% water with inhibitors, not glycol, and refrigerant disposal is the contractor's responsibility. A shutdown of up to 12 hours may be allowed for isolation valve installation or piping changes when chillers are typically offline from November to March. New temperature and pressure gauges shall be installed based on the recently replaced York YMC2 chiller. The proposal due date was also extended to November 14, 2023 at 2:00PM EST.

EROS Construction: 300-Ton Chiller Replacement
RFP# 140G0123R0025
Questions and Answers
1. Please confirm that the work can occur during normal working hours and no after-hours shutdowns are required, assuming the chiller is not running for cooling needs.
Answer: Shutdowns must be coordinated and approved by the Government and are allowed as long as there is a viable way to cool the computer rooms. The chillers are typically offline during the colder months (November through March) and
EROS cools the computer rooms via dual-cool CRAC units and indoor cooling towers. Weather dependent, this method can be used to cool the computer rooms while the chiller is removed and piping is mitigated so the other chiller can be run again.
2. Current chiller lead time is ~6 months. By the time the contract is awarded and submittals are approved, it will be May before the chiller arrives. Can the work occur in the fall of
2024 and the project deadline be extended to the end of 2024?
Answer: Yes, the Government will make sure the period of performance is for a year.
3. Will shoring in the basement be required to move the chillers in and out to support the weight?
Answer: The hatch was replaced in 2016 and since that time a chiller has also been replaced (the York YMC2 chiller.) The basement was not shored during the replacement of the first chiller.
4. Is there a spec for piping and insulation materials? Or match existing as applicable?
Answer: Match existing as applicable.
5. What type of fluid is in the system? Glycol type and percentage?
Answer: 100% water with inhibitors. No glycol is used.
6. Are controls required to be by Honeywell or JCI?
Answer: No, those controls are not required.
7. What is the refrigerant disposal protocol?
Answer: EROS has no requirement for disposal other than to be done legally. Once the chiller is removed, it becomes property of the contractor and shall be dealt with as the contractor sees fit.
8. It appears as if the Condenser water cannot be isolated to remove the chiller or install the new chiller please confirm if the isolation cannot be established is a shutdown allowed?
When and times?
Answer: Weather dependent and coordinated with the Government, a shutdown is allowed to install isolation valves which will allow the chilled water system to be refilled and the newest chiller restarted. During this time the computer rooms will be cooled via compressors in the dual-cool CRAC units, but this is not a long-term answer. The shutdown of the primary chillers shall last no more than 12-hours.
Alternatively and preferably, valves and piping changes could occur while the units are offline for the season. This would be until approximately 1 April 2024.
9. If a shutdown is not allowed, a hot tap will need to take place, when is this allowed?
Answer: A hot tap is not necessary.
10. Are provisions 52.204-26, 52.204-24 and 52.204.27 on the sam.gov website labeled as something else? Or can you send me those forms?
Answer: These provisions are within the solicitation starting on page 48. Within
SAM.gov that would be within attachment “ RFP_140G0123R0025_Sections B-
M_Final.
11. Can the RFP due date be extended?
Answer: The RFP due date will change from Tuesday, October 31, 2023, at 2:00PM
EST to Tuesday, November 14, 2023, at 2:00PM EST.
12. What instruments are required on piping for the new chiller?
Answer: New temperature and pressure gauges shall be installed. Use the recently replaced chiller (York YMC2) as a basis of installation for instrumentation.
