About this file
This notice announces the US Geological Survey's intent to award a sole source contract to the New Jersey Department of Health Laboratories. The contract is for the provision of research and analysis of fecal indicator bacteria as part of the cooperative water quality programs between USGS, NJDEP, and the Urban Waters Federal Partnership. The anticipated period of performance is from date of award through September 30, 2024, including one option year. The services required include analysis of fecal indicator bacteria samples within a 16-hour hold time and reporting limit of 10 milligrams per liter. The NJDOH Laboratories are certified by the state of New Jersey for this analysis and are familiar with USGS data procedures. As the only vendor that can meet the required 16-hour hold time and higher reporting limit standards, NJDOH Laboratories are uniquely qualified to fulfill this requirement.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.1)
The following information is provided to demonstrate the proposed contractor’s unique qualifications:
NJDOH is certified by the state of New Jersey for analysis of fecal indicator bacteria (FIB). Due to the 16-hour hold-time associated with these samples and higher reporting limit of 10 milligrams per liter (mg/l), NJDOH is the only vendor who can meet this new standards. FIB samples will be collected as part of an Urban Waters Federal Partnership project operated out of the New Jersey
Water Science.
The NJDOH lab is certified for the analysis of these constituents. Additionally, the NJDOH lab is already familiar with USGS data handling and reporting procedures, and field personnel already deliver other samples there. As a result, the USGS NJ Water Science Center has determined that the
NJDOH lab is the only lab who can provide these analyses.
Market research was conducted by contracting commercial laboratories, academic Laboratories and National Water Quality Laboratory (NWQL) who advertised acceptance of outside samples for USGS Laboratories. However, none of the laboratories can meet the Government’s minimum needs
Future requirements will undergo market research and will be competed to the maximum extent practical.
