140G0123Q0193 Amendment 1 Q’s & A’s

Question #1: Question #1: Should pricing reflect completion of the entire list of tasks identified in Scope of Services (instead of only the work associated with Task 1)?

Answer: Yes, pricing should reflect completion of the entire list of tasks identified in the Scope of Services. Each task is interdependent.

Question #2: For CLIN: 00010, are vendors only providing a price for the Development of Phase II Sampling and Analysis Plan? Or should this price be inclusive to Task 6, Conduct Field Sampling and Analyze Samples?

Answer: Vendors should provide pricing of all tasks including the Sampling and Analysis Plan. The number of recommended field samples should also include pricing for the collection and analysis of each sample. USGS will make the final determination on the location and number of field samples. For example, the vendor might recommend 6 samples for a particular location but USGS may limit the number to 5.

Question #3: Are there any small business or diverse business subcontracting goals?

Answer: There are no small business or diverse business subcontracting goals.

Question #4: The scope of work identified in SF 1449 indicates a sampling plan should be developed based on the recommendations identified in the Conclusions and Recommendations of the Phase I ESA prepared by Wood. However, Task 3 indicates focused area of concern include but are not limited to the water in the holding tank at the northern most boundary of the subject property. We had identified water tanks in a building and a water degassing tank at the site, but have no recommendation associated with a water tank. Can you provide some clarification as to the anticipated sampling of water to be completed at that structure?

Answer: There is a holding tank that forms a slight rise at the northern most boundary of the property (northeast). The Phase I may have missed this tank. This holding tank is the source of water that is used to feed the fish runs and lagoons. The source of that water in the holding tank is the Straight Run River located on the east boundary of the facility. Attached is a photo of the grassy mound and top of the tank with sampling pipes rising out of the ground (Attachment 5).

Question #5: The solicitation indicates that the NAICS code is 541380, Testing Laboratories and Services. Given the scope of a Phase II ESA, will the USGS accept proposals from firms with a NAICS code of 541620, Environmental Consulting?

Answer: NAICS Code 541620, Environmental Consulting will be accepted by USGS.

Question #6: Task 2 indicates that the Sampling and Analysis Plan shall be submitted to the USGS for review and approval. What are the anticipated review times for the SAP?

Answer: The day of or the day after the contract is signed the SAP will be reviewed.

Question #7: Task 8 indicates that a GIS layer shall be provided of the final sample locations. What GIS system is used by the USGS (e.g., ESRI) and can the USGS provide a copy of the current site GIS?

Answer: There is no Task 8. The vendor is referring to Task 5, which has been changed. The Contractor will provide latitude/longitude or UTM coordinates. There is no GIS map available of the site.

Question #8: Should the pricing be LS for all the tasks outline in the solicitation vs. each?

Answer: B.1 Pricing in the solicitation has been updated to Lump Sum please refer to attachment 8.

Question #9: Statement of Work indicates that we need to sample the water in the holding tank in the northern part of the property. Is this drinking water or some sort of waste holding tank?

Answer: The water in the holding tank at the northernmost boundary is river water and is held in the tank until needed to replenish the fish runs or the lagoons.

Question #10: Based on research of the facility it was noticed there is other REC’s on the property or should we just price the Statement of Work?

Answer: As stated in the Statement of Work under Task 1 "The Contractor shall prepare a sampling and analysis plan to investigate potential contamination of soils, sediment, and water. This plan shall be based on recommendations identified in the Conclusions and Recommendations of the Phase I Environmental Site Assessment prepared by Wood Environmental & Infrastructure, Inc." This would include the RECs identified under Section 7 of the Phase I report.

Question #11: There are some inconsistencies between the solicitation (1449) and the Statement of Work provided for the USGS project at Wellsboro NAFL.

SF 1449 requests firm fixed contract to provide a Phase II Sampling and Analysis Plan, then lists six tasks the address:

1. Development of a S&A Plan

1. Submit the plan to USGS for review and approval

1. Recommend locations for sampling

1. Participate in conference calls

1. Provide a GIS layer of final sample locations

1. Conduct field sampling and analyze samples

The Statement of work includes the above six items, but also adds an additional item (number 7) which is described as Prepare a Phase II report and then proceeds to describe the contents of the report and further indicates both draft and final reports will be submitted.

It is unclear whether the offer is to address the development of the Sampling and analysis Plan or to address development of the plan and execution of field sampling with development of a draft then final report.

Answer: There will be an amendment to add Task 7 to the solicitation in block 20 schedule of supplies/services.

In the Statement of Work, Task 6 states that the contractor shall conduct field sampling and analyzed the samples.

Task 7 states that the contractor shall prepare a Phase II report summarizing the findings of the sampling analysis.
