Questions and Answers

1. Question: I would like to confirm if the project mentioned above are considered as new requirement or is there an incumbent contract? If there are incumbent vendor(s), would you be able to provide the contract details (such as: Vendor Name, Contract Number, Award and end dates, total contract value)?

Answer: Yes, there is an incumbent. The incumbent information is: SHEERID, INC. (Contract #: 140G0119P0001) and is set to expire on October 31, 2023. The value of the contract was $492,200.00.

2. Question: Is this work currently performed by the following contract: SHEERID, INC.

(Contract #: 140G0119P0001) and is set to expire on October 31, 2023?

Answer: Yes, this work is currently performed by SheerID and expected to expire in

May 2023 as the USGS has run out of verifications and will need a follow-on contract sooner to purchase more.

3. Question: Am I missing any other active incumbent contracts? If yes, would you be able to provide the contract details (such as: Vendor Name, Contract Number, Award and end dates, total contract value) please?

Answer: There are no other incumbents. This was a new requirement when awarded to SheerID.

4. Question: Lastly, is an estimated total value available for this effort?

Answer: There is no estimated total value for this effort. It is up to the contractor to price according to their ability to deliver what is needed for the contract.

5. Question: Do all transactions need to be in the FEDRAMP moderate environment?

Answer: Yes, all transactions must be processed under a FEDRAMP moderate environment.

6. Question: Could USGS send out an updated workflow as the PDF is showing extraneous symbols?

Answer: Yes, the updated workflow is attached to this amendment.

7. Question: In the "Customer Disagrees" or "Age Not Verified" paths of the workflow, does the user upload documents proving age in the vendor application for identity and age proofing or is the user redirected back to USGS store to upload documents?

Answer: Yes, it is expected the customer would upload an authorized document to the vendor who would then verify the customer meets the eligibility requirements or not.

8. Question: In the workflow, after "Customer Agrees" what does the "(charge)" refer to and would it be processed in the vendor application or the USGS store?

Answer: The customer would be redirected back to the USGS store where they would complete the purchase of the selected pass.

9. Question: Is it possible to ask the end user for the full SSN instead of last 4 since most services require full SSN?

Answer: No we are not authorized to collect the full SSN

10. Question: How many past performance(s) are required?

Answer: Page 56 states: *Please Note: Vendors should provide three (3) Past

Performance references which will be a part of the Technical Evaluation in order to determine vendor responsibility. The Past Performances may be included in the

Technical Quotation or submitted utilizing the Past Performance Questionnaire.

11. Question: We want to confirm that each file (i.e. file 1, file 2) in the technical and price volume should be saved a separate document.

Answer: The vendor is supposed to submit the response in two separate files:

Technical and Pricing. Each file should have the separate factors labeled.

Example: Technical Quotation should have 2 different file labels all composed into one Technical Quotation. Pricing should have 9 different file labels all composed into the Pricing Quotation.
