1. Can you verify that the floor tiles are not to be removed? Per the SOW Tasks, nowhere does it state that floor tiles are to be removed.
2. Can you verify that we are not to remove the ceiling tiles? Some ceiling tiles will have to be removed to allow for removal of the ducting/vent system for hoods, acids cabinets, etc. Any place where there is ceiling penetration and subsequent roof penetrations.
3. How many/which large shelving units are to be removed by USGS in the warehouse? Per the SOW, all the metal shelving is to be cleaned and disposed of or recycled.
4. Can you confirm that all materials/bottles/jars/spare chemicals/etc. are going to be removed by USGS prior to the demolition of the cabinetry? Yes, there should be no USGS materials, bottles, jars, spare chemicals, etc. left in the facility.
5. Can you confirm that Executive Order (E.O.) 14026 requiring a mandatory minimum wage of $15.00 per hour plus an additional $4.80 per hour for Health and Welfare benefits will apply this Federal project? This is a question for the contracting officer. Will certified payroll be required? Again, this is a question for the contracting officer. Contractors should refer to clauses 52.222-41 and 52.222-55 as well as the Department of Labor wage determination. In accordance with 52.222-55, E.O. 14026 applies to the contract. Contractors are required to pay covered workers according to the requirements of these clauses, E.O. 14026, and the wage determination applicable to the contract. As it pertains to certified payrolls, there is no requirement for certified payrolls under the contract.
6. Does the elevated electric conduit, especially in the warehouse, need to be removed? Much of this electrical conduit is utilized for the overhead lighting, fire alarms/sensors, etc. No, elevated electrical conduit in the warehouse that is associated with the building envelope shall remain undisturbed. Per the SOW, all electrical associated with the labs shall be removed by a licensed electrician and stubbed back behind the wall/ceiling to the nearest junction box.
7. Are we correct that the water lines associated with the fire sprinkler system will remain? Yes, these are part of the building envelope.
8. Are we correct that no work associated with the suspended ceiling grid and panels needs to be performed? Refer to response on question #2.
9. During the site visit, it was noted that the battery storage shed, and its contents have already been removed from the site. Can you confirm that this task is no longer part of the scope of work?
Since they have been removed, then yes, it is no longer part of the scope of work.
10. What is the cutoff date/time for questions so that we will receive responses prior to the bid due date? 5 days prior to RFQ Close
11. During the site walk, there was no way to visually inspect the inside of the neutralization tanks to determine estimated volumes of liquid/solids requiring removal and disposal. Is there any available information regarding the current volume of limestone/marble chips and the current volume of liquid within the neutralizing tanks? No, only the estimated total capacity of the tanks was included in the SOW. There is no estimate on the volume of liquids or the poundage/kilograms of the chips.
12. During the site walk, it was noted that the neutralization tanks had not been utilized for almost 15 years. Since the contractor will be responsible for the costs associated with disposal of the liquid/solid contents, can you provide what samples/chemicals/liquids were historically sent to the two neutralizing tanks? If you don’t have a list of the chemicals/liquids/waste products that were sent to the neutralizing tanks, can you provide information on what types of samples/chemicals were sent to the two neutralizing tanks? See attached inventory document
13. It is specified in the solicitation that the P-Traps from the plumbing connections (as well as the P-Traps and piping associated with the neutralization tanks) must be disposed of as hazardous waste (regardless of sampling results), what Waste Code(s) will be used and what Proper Shipping Name will be used? Per the SOW, the contractor is responsible for proper and accurate waste codes and shipping names on all manifests.
14. As part of Task 4 in the Scope of Work, we are required to “Conduct sampling and analyses of floors and walls for chemical residue left after initial cleaning. At a minimum, five to seven (5-7) samples shall be taken dependent upon the number of visible indicators (remaining stains on the floor in front of sinks or fume hoods or remaining stains on walls above sinks.). If the samples indicate contamination remains, but is below the action level, then the area shall be considered clear. If the samples indicate that contamination remains and is above the action level for the chemical tested, then additional cleaning and sampling is required until the space is below the action level” Can you please provide the Action Levels that will be applied to this Task? Based on the sampling conducted by the contractor to determine waste codes, the contractor should be able to determine the action levels for the chemicals from the sampling results.
