Section C - Description/Specifications was revised as follows.
1 - Statement of Work was revised as follows.
I. General Description/Background
a. Introduction. Wetland and Aquatic Research Center @ Gainesville, FL (WARC-FL) has a need for a solution which can provide reliable cellular signal reception on the center's campus, in and around the following buildings designated as Main, South Mod, and Travis-Smith. Consideration for this quote should focus on the Main building with separate line items for coverage of the South Mod and Travis-Smith Annex.
b. Background. The cellular communication signals registered with the Federal Communications Commission (FCC) are at the highest signal strength throughout the Gainesville center. The center/building's walls are mainly constructed of cinder blocks (with most areas being concrete filled) which impedes the propagation of cellular signal effectively.
Strategic placement of signal boosting equipment will provide adequate cellular signals to ensure initiated and received calls are completed reliably. Lack of implementation could pose a life threating risk for someone in the building not being able to initiate/receive calls from a landline (i.e., Office phone) and relied on their cellular phone that lacks proper cellular signal.
c. Definition/Applicable Documents.
i. Attachment 1 Location Map WARC FL
d. Scope. The contractor shall provide all materials, labor, equipment, travel, and supervision necessary to install cell boosters, antennas on the roof tops, and any additional hardware that is to be installed. The boosters are for cell signal to be received in Aquatic Research Center to focus on the Main building with separate line items for coverage of the South Mod and Travis-Smith Annex to allow occupants in those areas to receive and make cellular calls.
II. Work Requirements
a. Technical Requirements
i. Cell Boosters.
1. A system to handle devices operating in the frequencies ranges of 4G & 5G mobile networks.
2. Contractor shall provide four cell boosters "brand name or equal to" Wilson 4300 kit (2-Main), Wilson Enterprise 1300 kit (1-Travis-Smith), and Wilson Enterprise 1300 kit (1-South). Kits are not limited to cable, power supply, etc.
3. The proposed solution is to possess the following capabilities.
4. Operating frequencies: Band 12/17 (700 MHz), Band 13 (700 MHz), Band 5 (850 MHz), Band 4 (1700/2100 MHz) and Band 25 (1900 MHz)
5. Max Uplink power 26 dBm/Max Downlink power 17 dBm
6. Minimum of three outdoor antenna ports to target multiple carrier towers
7. Network Scanning capability for real-time measurements of cell signal
8. 3-Year manufacturer's warranty on the amplifier(s)
ii. Electrical and Lighting. Contractor shall comply with all applicable Occupational Safety and Health Administration (OSHA) standards, as well as electrical requirements listed in National Fire Protection Association (NFPA) regulations and meet Federal, State, and Local codes.
iii. Measurements. It is the responsibility of the Contractor to field verify all measurements & quantities. All work listed shall be coordinated with the COR.
iv. Outages and Interruptions. The facility will continue normal operations during the performance of the contract. The contractor shall notify the COR immediately if it becomes necessary to interrupt any circuity at WARC. Any work that requires shutting down of a facility system, such as mechanical, electrical, etc., shall be coordinated with the COR.
v. Site Cleanliness. The contractor shall clean up and dispose of daily all rubbish and accumulated waste. The contractor shall remove tools and equipment and leave the premises clean at the completion of the project.
vi. Post Construction Testing and Commissioning. Any changes affecting the scope of work shall be originated from and approved by the Contracting Officer. All materials and workmanship shall be subject to the inspection and approval of the WARC Technical Liaison(s). All work unsatisfactorily performed shall be promptly corrected and made acceptable to the Government at no additional Cost. Final inspection and acceptance shall be performed with the contractor, on site by the WARC Technical Liaison(s) upon completion of the job performance.
b. General Requirements
i. Schedule. Within five (5) calendar days after the notice to proceed is issued, the Contractor shall submit in writing to the WARC Technical Liaison(s) a schedule of contraction for the project. The schedule shall indicate the dates of periods of time that the Contractor intends to be on site. The schedule shall indicate the dates that the major components of work will be accomplished. When preparing the schedule, the Contractor shall consider lead times for utility outages, permit requirements and material/equipment procurement, and shall consider the permitted hours of work indicated in Time of Work Performance clause. The Contractor shall notify the WARC Technical Liaison(s) immediately if any anticipated on-site date is expected to change from the original schedule. The Contractor shall be responsible for determining the labor staffing levels needed to complete the project by the established delivery date.
ii. Site Visit. A site visit shall be scheduled by the Contracting Officer to allow contractors the opportunity to identify the scope and the complexity of installing cellular boosters in current locations. Contractor shall have all protective and safety equipment necessary to proceed and shall take all necessary precautions and measures to prevent injuries to anyone working or entering the facilities. Contractor shall take all necessary measures and precautions to control, protect, and avoid damage to or loss of any property on the work site. Contractor operations shall be conducted in a safe and professional manner. Contractor is responsible for visiting the worksite to verify measurements and to ascertain the nature and location of the work to be performed and the general and local conditions which can affect the work or the cost thereof. Failure to do so will not relieve the contractor of his responsibility for estimating properly the difficulty or cost of successfully performing the work.
iii. Safety. On-site personnel shall stop work for any safety or environmental violation.
c. Warranty. The Contractor shall warranty all workmanship to meet the specifications set forth in this Statement of Work. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum) period of 36 months from the date of Government acceptance.
d. Deliverable. Purchase of cell boosters and installation of cell boosters, antennas on the roof tops, and any additional hardware that is to be installed, at agreed upon locations.
III. Supporting Information.
a. Government Furnished Property (GFP): None
b. Security. Building access shall be coordinated with WARC Facility Manager.
c. Place of Performance. USGS, Wetland and Aquatic Research Center (WARC), 7920 NW 71st Street, Gainesville, Florida, 32653.
d. Period of Performance. January 3, 2023 to May 5, 2023.
e. Special Considerations.
i. Schedule. The WARC normal facility business hours are 7:00 am to 4:00 pm, Monday thru Friday in respected time zone; unless coordinated with the Technical Liaison to perform the task outside of stated time and days to allow minimal disruption in WARC's daily operations. Any work that needs to be performed after hours and during weekends will be done at no additional cost to the government.
ii. Code Compliance. The successful Contractor must have applicable licenses (including but not necessarily limited to low voltage) and follow municipal codes for the areas in which projects are accomplished, to include NFPA 70E, NEC, TIA/EIA/ANSI and BICSI.
iii. Administrative Procedures. After award and issuance of the Notice to Proceed, all site visits shall be coordinated through the WARC Facility Manager, Shane Ruessler, 352-226-0347, or WARC Technical Liaisons, Keith Bruggemann 352-264-3480 and/or A. Wayne Wiltz 337-322-3031
iv. Utility/Service Interruptions. WARC's Facility Manager and Technical Liaison(s) shall be notified not less than 3 calendar days in advance of any interruptions of building utility/services. The contractor shall describe in writing the work to be done and the time and duration of the interruption. No work shall be done until approval is received from the WARC Technical Liaison(s).
v. Occupancy. During construction the Government will occupy the existing facility. The contractor shall not restrict nearby pedestrian or vehicular traffic to minimize conflicts and to facilitate usage. The contractor shall perform the work so as not to interfere with ongoing operations.
vi. Materials. The contractor shall furnish all supplies, materials, and equipment necessary for performance of the work included in this contract unless otherwise specified. Materials and supplies to be used shall be commercially available products of reputable manufacturers or suppliers and shall be of a quality to conform to applicable Federal Specifications.
vii. Specifications. In any case of discrepancy in the specifications, the matter shall be immediately submitted to the Contracting Officer, without whose decision said discrepancy shall not be adjusted by the Contractor, save only at his own risk and expense. Any changes affecting the scope of the work shall originate from and be approved by the Contracting Officer.
viii. Scheduling Contract Work. The contractor shall make necessary arrangement with the WARC's Facility Manager/Technical Liaison(s) to perform the work and shall arrange and schedule his work so that the minimum amount of interference with government activities will result.
ix. Use of Building Facilities. The contractor may use utility services and toilet facilities of the building subject to approval of WARC's Facility Manager/Technical Liaison(s).
x. Conditions Affecting the Work. It will be the responsibility of the contractor to inspect the site, determine quality of work involved. Compare the specifications with the work to be done, and inform themselves as to all conditions, including other work, if any, being performed. Failure to do so will in no way relieve the successful contractor from the necessity of furnishing any materials or performing any work that may be required to carry out the contract in accordance with the true intent and meaning of the specifications without additional cost to the Government.
xi. Employees. The contractor shall be responsible at all times for the supervision and control of the employees that may be assigned to render services under the contract. Fully qualified work personnel shall be available for work on the date this purchase order begins and shall be maintained throughout the period of performance.
xii. Licenses-Permits. The contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses or permits, and for complying with any Federal, State, and Municipal laws, codes, and regulations in connection with the execution of the work.
xiii. Accident Prevention and Fire Hazards. The contractor shall take all necessary precautions to prevent fires or injury to the public, building occupant(s), or damage to property of others during the performance of this contract. For the purpose of this contract, the public or building occupant shall include all persons not employed by the contractor or a subcontractor working under his/her direction. If welding is required, permission shall be obtained from the COTR.
xiv. Indemnity. The contractor shall confine all work on Government premises to areas authorized or approved by the Contracting Officer or COTR. The contractor shall save and keep harmless and indemnify the Government against any and all liability claims, and costs of whatsoever kind and nature of injury to or death of any person or persons and for loss or damage to any property (Government or otherwise) occurring in connection with or in any way incident to or arising out of the occupancy, use, service, operations, or performance of work in connection with this contract, resulting in whole or part from the negligent acts or omissions of the contractor.

(a) Definitions. Malicious code is a computer code developed for the purpose of causing some form of intentional damage to computer systems or networks. Malicious code may be a complete program or code imbedded in software programs that appear to provide useful functions. The term includes computer viruses and other destructive programs, such as "Trojan Horses" and network "worms."
(b) The contractor must have in place an anti-virus procedure to ensure that media supplied is uncontaminated by malicious code.
(c) The contractor is required to scan all delivered software to insure it is free of malicious code prior to its installation or operation on USGS-owned computers or contractor-owned computers connected to USGS computer systems or networks. Contractors using diagnostics software disks or connecting to a non-USGS computer while performing repairs or upgrades to a USGS computer will scan the serviced computer's drive(s) to insure they are free of malicious code upon completion of the service call, or prior to return of serviced equipment, if servicing is performed off-site.
