140G0122Q0082 Well Drilling Near Salinas, Puerto Rico
Amendment 0001, Questions and Responses:
1. Question: When mud drilling , there is a inline check valve to prevent the mud from entering the rod string each time you pause the pump to add a new 25 ft section rod string. Without the check valve mud and solids will come up the drill string. When you sample inside that scenario it may never be possible to remove the debris prior to obtaining a representative sample of the formation just below the bit.
We propose that hollow stem augers be employed to first obtain a split spoon of the formation and when completed bring a mud drilling rig to complete the well installation.
A hollow stem auger rig could reach maybe 150 ft but not 600 ft of depth. Can a split spoon sampler be used with hollow stem auger rigs (CME 55, 45 . or Mobile Drill HDX 61)?
Will this be acceptable or do you need to obtain a split spoon sampler 600 ft deep?
Typically samples are obtained from the formation collected from the mud pit. This is also employed in the oil industry plus geophysical logging by the mud engineer.
Response: We do need to obtain split spoon samples every 20 ft from the land surface to the bottom of the borehole and want to leave those sections of the statement of work as-is. We do, however, recognize that the split spoon samples will likely have drilling fluid in their pore space.
2. Question: On the solicitation:
C.6 52.222-42 Statement of Equivalent Rates for Federal Hires. (MAY 2014) Employee Class Monetary Wage Heavy Equipment Operator $29.09 Laborer $16.37
Therefore a drill rig crew consisting of 1 driller and 3 laborers will have a payroll direct cost of $1,161.27 for 10 hrs of work plus payroll cost (FICA , workmans comp, payroll taxes).
Will the labor rate be paid as such rate for this work ?
Response: The information provided in clause 52.222-42 is Information Only to describe what types of laborers and pay would be implemented if the laborers were government employees. Again, this is Information Only and the types of laborers and pay shown is not binding on the contractor.
3. Question: Can you please add a line item for Conductor Casings or surface casing, suggest you include 6 and 8 inch steel casing for the upper section of the drill hole. This item will vary from site to site.
Response: A line will be added to the pricing spreadsheet for surface casing, per vertical foot.
