Question and Answers
1) In light of bidding the project the same across the board versus other vendors I see we have specifications on the crack seal work but not the seal coat work. Can you give me any specifications sealcoat material and application? Sand raios, number of coats, etc... South Dakota DOT book does not specific material in regards to seal coating like it does in crack sealing. This and the Asphalt repair specifications at the gate entrance are the only things I need I believe to be able to provide you with a bid.
Answer: Work shall be performed in accordance with 2015 SD DOT Specifications and Standards.
2) With the current climate of material shortages, is there room beyond the 21 days of delivery to complete this project? I spoke to my installer yesterday about the timing. He mentioned material delays are well into May with any orders made this week.
Answer: Period of performance can be changed to 35 days.
3) I’m requesting another site visit with my installer.
Answer: A second site visit will be conducted on April 22nd at 10:00AM CT.
All entering MUST be US Citizens and have a valid Government-issued identification to enter the building. Please arrive at the main entrance at the prescribed time only.
Vendors must provide the attached completed security document (located in Attachment B) and a business license copy prior to the site visit in order to receive project drawings. Any vendor who does not provide the required documents will not be provided drawings (if any). Drawings or schematics, if any, will be provided at the site visit or upon request.
All vendors interested in attending the site visit shall send a confirmation email no later then Friday 04/21/2021 at 1:00PM CDT to: Michael Lepe, Contract Specialist at mlepe@usgs.gov Site Visit confirmation email shall include:
-Company Name -Number and Names of Attendees -Attachment 1: Completed Security Document -Attachment 2: Copy of Business License *Prime contractor is responsible for ensuring all subcontractors are present during the site visit.* Site Visit Details:

4) In the solicitation I am not seeing any details on Asphalt patching outside the gate. Dan walked us out there and wanted us to put numbers down in the Bid for this. Are you going to want a uniform bid on this work from all us contractors? Or is this a bid on our opinion work? Without coming back out with my asphalt engineer I wanted to see if you had any direction on this work? Enough of that area is in rough shape that it probably needs a mill and overlay for the whole section. There are cheaper (wrong ways to fix this) and I would like to bid this competitively. Any guidance would be appreciated. I will have my guy come out there asap Answer: The Contractor shall refer to the site drawing which highlights the EROS main entrance adjacent to the security guard shack. The Contractor has the option to provide a proposal for asphalt patching and or mill and overlay for the entire section based on the required specifications.
5) For the asphalt work on up by the shack, could it be a mill and overlay, remove and replace, or only looking for patching?
