Q&A Solicitation 140G0120Q0304 Amendment 00002
1) Will there be one or two deliveries each week?
a. Reference Section 2.1 of the Statement of Work. There will not be a set delivery schedule.
2) What do you mean with terminal cost per gallon on 9/1/2020 in your posted pricing worksheet?
a. Reference Section 5.1 of the Statement of Work and 52.212-2 Evaluation. “The Contractor will base pricing on the price listed in the Butane-Propane News (BPN).” Since the price of propane fluctuates, the total price per gallon will be calculated by a fixed mark-up plus the fluctuating rate (terminal cost per gallon). In order to provide a fair comparison for all vendors, a set date of 9/1/2020 for that fluctuating rate per gallon will be used. As noted in 52.212-2 “The evaluation factor will be on the fixed price markup plus the terminal cost. Quoters must also provide their explanation and/or formula used to calculate the unit price per gallon, how the fixed mark-up per gallon is calculated as well as how the terminal cost is calculated.” The award will set a fixed mark-up rate and the fluctuating/terminal rate will change based on the BPN.
3) Could you please let us know who the previous contract awardee has been including price per gallon of propane gas awarded?
a. Previous awardee was AmeriGas Propane, L.P. Contract did not award a fixed price per gallon. The same calculation as described in this solicitation of a fixed mark-up rate plus terminal cost was used to calculate the price per gallon of propane throughout the performance of the previous contract. At the time of the award in July 2015, the evaluated price per gallon was $0.96 per gallon.
