STATEMENT OF WORK

1.0

INTRODUCTION

The Leetown Science Center USGS has a need for services which include electric motor work, pump work, hydraulic hose work and belt / part replacement.

2.0

BACKGROUND

The National Fish Health Research Laboratory and the Fish Health Branch are part of the U.S. Geological Survey’s Leetown Science Center, located at 11649 Leetown Road, Kearneysville, WV 25430. Research conducted at this facility includes study of infectious and noninfectious diseases of fishes and other aquatic organisms. The facility also conducts research on invasive fish species with the intent of better understanding the adaptations these fish are applying in these new, nonnative habitats and developing ways to stop their spread and potentially eradicate them. Scientists at this facility use a combination of tradition microbial and cell culture techniques and histological and molecular tools to obtain the answers to their research questions.

3.0

SCOPE

The scope of work includes but is not limited to:

Provide materials and labor for work performed to repair electric motors (rebuild windings, bearings), pumps (repair or replace pump seals, housings), repair or replace hydraulic hoses. The need for belts and parts (capacitors, relays and testing) is also required on emergency situations.

All demolished materials shall be disposed of in an environmentally friendly manner, recycling wherever possible.

The contractor shall submit the quote that include costs for labor, materials, travel, and any other. Contractor shall not proceed with any work until all required submittals are approved by the Facility Manager (FM).

DELIVERABLES

1) Bid information: One reference for work previously performed in the local area will be supplied. Government references are preferred.

Work shall not begin until the executed copy of the award is received IV. Other Requirements

Outages and Interruptions:

The contractor is advised that the Science Center will continue to perform research functions during the contract. Work shall be conducted as to minimize interruption to service. Contractor shall notify FM at least 3 days prior to any and all outages and interruptions. Contractor shall not proceed with work without approvals from the FM.

Normal working hours for the work at the Science Center shall be 7:30am- 4:00pm, Monday - Friday. The contractor and sub-contractors (if required) shall not work Saturdays, Sundays, legal holidays, or non-normal working hours, unless otherwise authorized by the FM. Request to work other than the normal hours shall be made, and approved, in writing through the FM. Work performed during “other than the normal hours” shall not change the total cost to the government.

Changes/Clarifications:

All work must be completed as shown in the contract documents. If ‘no cost’ change orders are to be made, a written request to the COR must be made detailing why the work cannot be completed as shown, as well as the corrective action suggested by the contractor. For change orders which will alter the price or requirements of the contract, the FM and the COR’s approval must be given in writing before beginning the work described.

Environmental Protection:

The contractor and subcontractors shall perform all work and activities in accordance with local, state, and Federal environmental regulations.

Safety:

The contractor and subcontractors shall perform all work and activities in accordance with local, state, and Federal safety regulations, including OSHA, NEC, and USGS policy.

Notice to the Government of Delays:

In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the COR and the FM in writing, giving pertinent details. This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the Government of any delivery schedule or date or any rights or remedies provided by law or under this contract.
