About this file

This is Amendment 0004 to a federal solicitation for canal clearing services at the Mississippi Sandhill Crane National Wildlife Refuge (NWR) - Sabine Canals West Fire Zone. The amendment extends the offer closing date to September 14, 2026 at 2:00 PM to address industry concerns. The solicitation, numbered 140FS326R0011, is issued by the Fish and Wildlife Service (FWS) SAT Team 3 located in Falls Church, Virginia, with an effective date of July 20, 2026.

The contract requires mechanical excavation to clear approximately 20.71 miles of canals across three priority phases, achieving a consistent 5-foot water depth throughout. Work includes removing silt and debris, spreading vegetation and spoil at marsh height to prevent washback, and maintaining gradual side slopes to prevent bank collapse. Contractors must use pontooned equipment with minimal environmental footprint, with options for marsh buggy or barge operations depending on canal accessibility. Access restrictions apply to the Central Canal/Second Bayou Road (12-23 ton weight limits) and private ownership areas, particularly the south levee of Southline Canal. Equipment staging is permitted at the Central Canal Road Boat Launch Area with required secondary containment for fuel tanks. Pricing should be submitted as an all-inclusive unit price per mile for each priority area, including mobilization/demobilization, labor, equipment, boats, materials, and safety costs. Payment will be made under an Accelerated Payment Program (ACCP) based on work completed, with no performance or payment bonds required. Site visits are not mandatory but are encouraged. Technical points of contact include Sami Gray at (228) 217-3256 and Rodolfo Duncan at (561) 436-4521, with contract administration through Fred Riley at fred_riley@ios.doi.gov.

Questions as of 9.2.26

1. Are any canal cross-sections, bathymetric surveys, or existing depth surveys available for the project? No.

2. Does the Government have an estimated quantity of material (cubic yards) expected to be removed from the canals? No.

3. Is there any additional survey or engineering information available that would assist contractors in estimating excavation quantities? No.

4. Is there a designated marsh buggy mobilization/unloading area? No. Second Bayou Road could be potentially one, would need refuge manager permission. It is up to the vendor to identify unloading areas whether on private lands.

5. Is unloading permitted at refuge headquarters? No.

6. Which access point is recommended for the Central, Willow, and Southline canal sections? Central Canal Road/Second Bayou Road or private access. Special Use permit could be required for refuge access. Private land access is solely the contractors responsibility.

7. Is there an existing spoil area or staging yard for fuel tanks and service trucks?

End of Central canal Road at Boat Launch Area. Fuel tanks must have secondary containment capabilities.

8. Are there any bridge, culvert, or weight restrictions on the access roads? Yes.

Central Canal/Second Bayou Road has bridges and road weight limits of 12 Tons to 23 Tons.

9. Is excavation required to be performed from within the canal using the marsh buggy, or may the contractor excavate from the marsh bank? Either is acceptable with the exception of Southline Canal. The southern levee is private ownership. No spoil or equipment allowed on that southern side.

10. Is mechanical excavation required, or would hydraulic dredging or another equivalent method be acceptable? Mechanical only.

11. What side slope should be maintained when excavating the canals to the required 5-foot depth? Gradual side slope-No vertical. Under mining of bank concerns. Risk of collapse.

12. Can spoil be placed on either side of the canal, or is there a required side for placement? Either side with the exception of Southside of Southline Canal.

13. How should trees or large woody vegetation encountered during excavation be handled? Trees and brush can be removed-must be spread and scattered inside the marsh. No piles higher than marsh height for either vegetation or silt.

14. Is there a designated staging area for contractor equipment, fuel storage, tools, and portable facilities? End of Central Canal-weight limitations/Second Bayou Road/or private ownership with permission.

15. Is there a defined access route for equipment during mobilization and demobilization? Yes. Interior routes will be determined once contract is awarded.

Mobilization on highways will require routes selected by LDOT.

16. Would a barge be an acceptable alternative to the marsh buggy if all SOW requirements can be met? Yes. If canals remain open for boat traffic.

17. Is a pre-construction survey required? No.

18. Are as-built drawings or other contractor-generated survey documentation required beyond the Government's depth measurements and contractor QC system?

No.

19. What are the payment terms for the contract? Accelerated payment program (ACCP); vendor will submit invoices iaw work completed.

20. Will a payment bond and/or performance bond be required? No

21. Regarding the three priority areas, are all 20.71 miles expected to be completed, or may work be limited to specific priority segments? Limitations could apply.

Priorities will be followed. Amount of work will be based on funds available.

22. Would the Government consider separate mobilization and demobilization line items given the priority structure? Bids should include mobilization/demobilization costs between projects.

23. Attachment 4, Past Experience & References Questionnaire, references Solicitation No. 140F0922Q0105 in the header. Please confirm that Attachment 4 is the correct questionnaire to complete and submit for Solicitation 140FS326R0011. Yes please disregard header numbering.

24. If the prime contractor intends to utilize a qualified subcontractor for field performance, may the subcontractor's relevant past performance, key personnel experience, equipment/resources, and technical experience be used as part of the prime contractor's technical and past-performance submission? Sub-contractor experience will be considered but not as a replacement.

25. For pricing purposes, please confirm whether offerors should provide an all-inclusive unit price per mile for each of the three priorities shown in Attachment 2, including mobilization/demobilization, labor, equipment, boats, materials, safety/compliance costs, and other costs necessary to perform the PWS. Yes

26. Are there any specific Louisiana licenses, permits, certifications, herbicide/applicator credentials, or other contractor qualifications required for this work beyond those expressly identified in the solicitation/PWS? Special Use Permits will be issued to the awarded contractor for refuge access. Mobilization permitting through LDOT/Highway Patrol escorts are solely the responsibility of the contractor.

27. Are there any restrictions on the type of equipment that may be used to perform the canal-clearing work, beyond the stated access requirements regarding surface-drive boats and airboats? Recommend pontooned equipment with minimum foot print within the marsh habitats. Oil&gas lines are buried in the canals. Review infrastructure mapping for the areas.

28. If an offeror does not attend a site inspection, will its quote remain eligible for award provided it otherwise satisfies all solicitation requirements? Site visits are not mandatory. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance.

29. Can the Contractor work on multiple canals concurrently, or is the Contractor required to complete each Priority canal in its entirety before proceeding to the next priority level canal? If awarded all 3 phases of the project yes. If reduced, then work should be focused only to awarded areas work.

30. Can you work on the bank, or do you have to complete this project entirely from the water? Bank operations are acceptable except the southside of Southline Canal. It is private ownership.

31. Is there a preconstruction survey and as-built survey required, or is the intent to only have FWS perform all surveying to ensure depths are met? No pre-project surveys. FWS will perform Quality Assurance Measurements.

32. Is the intent to only excavate enough material to ensure the water depth is 5’ ? The intent is to have a finished work that has consistent water level depths of 5’ depth throughout all canals. Spoil will be spreadout at marsh height. No piles along the edge of the marsh levee only to have spoil wash back into the canals.
