About this file
This is a Questions and Answers document for solicitation 140FS326Q0118, Amendment A0001, issued by the Department of the Interior Fish and Wildlife Service for bullet traps and related equipment at a Georgia National Wildlife Refuge. The document clarifies that the Specifications attachment constitutes the full Scope of Work, with line items covering bullet traps, stands, lifting lugs, freight, and special packaging. Delivery scope extends only to unloading from the delivery truck, with no on-site installation or placement required by the contractor.
The Q&A further clarifies that the Government will not provide staff, equipment, or forklift assistance for offloading operations, though there are no access constraints and tractor-trailer trucks can access the facility without restrictions. Regarding the submission requirements, contractors must provide a technical approach and management plan addressing delivery logistics and coordination, with Technical Specifications acceptable to fulfill this evaluation criterion. No specific format or page limits are prescribed for the narrative submission.

Amendment A0001 Questions and Answers
Q: The solicitation references a "statement of work addendum," but we only see the SF 1449 and a Specifications attachment. Is the Specifications document the full SOW, or was a separate SOW addendum intended?
A: The specifications is to be considered the Scope of Work.
Q: The line items cover the bullet traps, stands, lifting lugs, freight, and special packaging. Does the scope end at delivery, or do you also want the contractor to place/install the traps on-site?
A: We do not need them to be placed and installed. We just need them unloaded from the delivery truck.
Q: If installation is in scope, will the refuge provide equipment (forklift, skid steer, straps/chains) and staff to offload and position the units, or is that on the contractor? Are there any access constraints (road limits, soft ground, seasonal restrictions, security procedures) we should plan around?
A: The refuge will not provide staff or equipment to offload them. There are no access constraints, tractor trailer trucks can get in and out with no issues.
Q: The evaluation criteria call for a technical approach and management plan. Are you expecting a short narrative on delivery logistics, coordination, and (if applicable) placement and is there a preferred format or page limit?
A: Technical Specifications will fulfill that requirement.
