About this file
This is a Questions and Answers (Q&A) Clarification document for a federal contract opportunity issued by the U.S. Fish and Wildlife Service (USFWS), Office of Law Enforcement, for film production services related to the IACP TV Thought Leadership project. The solicitation closing date is February 23, 2026, at 5:00 PM ET, with the project period of performance detailed in Section 2 of the Statement of Work.
The project requires a contractor to produce three separate thought leadership films highlighting the criminal investigative work of the Office of Law Enforcement's Special Agent Program, the Wildlife Inspection Program's efforts to interdict illegal wildlife trade at ports, and conservation law enforcement activities under the National Wildlife Refuge System's Division of Refuge Law Enforcement, culminating in a fourth compiled film. The production will span six total filming days scheduled in multiple phases across a minimum of three geographically varied locations (one to-be-determined National Wildlife Refuge, one major port, and one additional TBD location, likely in three different regions of the country). USFWS will identify and coordinate filming locations and interview participants while collaborating with the contractor on access and permissions to federal facilities. The contractor bears full responsibility for the complete production process, including narrative development, scripting, interview preparation, B-roll collection, editing, and final media encoding and delivery. Pricing must be submitted as a total lump sum including all required expenses, with final approvals required from multiple USFWS offices, the Department of Interior's Office of Communications, and IACP TV. The contractor must ensure compliance with state and federal regulations, Section 508 accessibility standards including closed captioning, IACP broadcasting standards, and applicable music licensing requirements. No government-furnished footage or archival materials will be provided.
