U.S. Fish and Wildlife Service National Conservation Training Center

Bird Collision Deterrent Film Material and Installation Services

OVERVIEW

The US Fish and Wildlife Service (Service), National Conservation Training Center (NCTC) has a requirement to purchase and install Bird Collision Deterrent Film Material (Film) on the windows at the Headwaters Lodge.

The NCTC campus is a haven for migratory birds and is at the heart of the Service. Most Service staff and many partners visit the NCTC campus at some point during their career. The buildings are aesthetically appealing and enjoy excellent lighting from large windows. The juxtaposition of the large windows and the high-quality bird habitat also create a significant hazard for birds. With nearly a billion birds lost to window collisions each year in North America, this is a conservation issue where NCTC can lead by modeling the way with bird safe glass treatments.

The Headwaters Lodge serves as the pilot building in this project. This building has a significant number of bird collisions each year, it is a centerpiece of the campus for showcasing our efforts, it has 22 windows in locations that will need to be installed by a contractor while the film for the remaining windows will be applied by Service personnel. As the film generally cannot be stored for long periods after manufacture, this pilot effort will allow NCTC to determine how much time/effort it will take Service personnel to apply the film. This will aid in future acquisition planning as we expand the project to other buildings around the NCTC campus.

PROJECT SCOPE

Film material:

• Requirement is for 3,165 square feet of Bird Collision Deterrent Film Materials (Film) for the

Headwaters Lodge windows. This total includes film needed for “Contractor Install” locations.

• Film will be applied to outside surface of existing exterior glass windows and have an expected lifespan of 15+ years.

• Warranty for a minimum of 5 to 10 years and include material, labor, and any other cost necessary to replace any defective film.

• Bird deterrent pattern on the film to be a dot pattern at 2” x 2” spacing, or smaller. Exact pattern to be selected by the NCTC.

• The film should be compatible with standard window washing cleaning solutions and techniques and not require any special maintenance.

Contractor Installation:

A site visit is recommended to review the locations and access issues associated with the “Contractor Install” windows.

The attached spreadsheet and drawing indicate square feet of film and locations of windows for which the contractor will be responsible for installation. There are 22 windows (measured at 914sqft total area) identified as “Contractor Install” at the Headwaters Lodge on the NCTC Campus. (Windows not identified for “Contractor Install” are either excluded from the film order or will be completed by Service personnel.)

• Contractor to be responsible for all cleaning and prep of glass surfaces on which they are installing the film.

Attachment 1

• Contractor to be responsible for the procurement and cost of all equipment necessary for access to install the film.

• Original elevation drawings and a window type inventory will be provided for “Contractor Install” windows.

• The contractor is responsible for verifying all dimensions and conditions of “Contractor Install” windows in the field.

• Installation to be coordinated with the NCTC to minimize disruption to events.

• Install to be staffed and scheduled to be completed quickly and efficiently to minimize the overall duration of the installation.

Pricing:

• Pricing to include:

• Cost per square foot of film material including any shipping fees Total of 3,165 square feet required (total includes film for “Contractor Install” windows)

• Cost for installation of film material on the 22 “Contractor Install” windows at the Headwaters Lodge.

PROJECT SCHEDULE

The Headwaters Lodge building includes 22 “Contractor Install” windows (~1005sqft of film material assuming 10% over). Contractor installation shall be completed by 30 June 2025.

The balance of film material (2,160sqft) for the Headwaters Lodge to be installed by the Service will be ordered for delivery 30 days after contract award or 30 April 2025, whichever is later.

PROJECT LOCATION

The project is located at the National Conservation Training Center, 698 Conservation Way, Shepherdstown, West Virginia, 25443 Hours of operations are between 6:30am and 5:00pm Monday through Friday except for Federal Holidays.

EVALUATION CRITERIA

Vendors are advised that the award will be made on whose proposal provides the combination of features that offers the best or greatest overall value to the Government. The Government is more concerned with obtaining material and performance superiority rather than lowest overall cost. However, the Government will not make an award at a significantly higher overall cost to the Government to achieve only slightly superior materials or performance. Overall cost to the Government may become the ultimate factor for award of a contract as proposals become equal based on other factors.

PERIOD OF PERFORMANCE

Date of contract award through 31 October 2025.
