PERFORMANCE WORK STATEMENT (PWS)
Fuel Break on the Rio Mora National Wildlife Refuge
Part 1 General Information
1. GENERAL: This is a non-personnel services contract to provide vegetation mastication for the US Fish & Wildlife Service. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction:
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform mechanical mastication of approximately 13 miles of boundary at Rio Mora National Wildlife Refuge (NWR) as defined in this Performance Work Statement (see Figure 2) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background:
The Rio Mora NWR would like to remove and mechanically masticate a 45’ fuel break in pinyon/juniper grasslands along the west, east, and north boundaries of Rio Mora NWR adjacent to private lands. Total linear distance of area needing clearing is approximately 13 miles. Clearing would involve cutting, mastication of brush including some trees entangled within an existing barbed wire fence (i.e., some chainsaw work). Terrain is variable from flat grasslands to steep canyon walls. The goal would be to have a cleared thoroughfare that could be easily maintained with farm equipment (e.g., mower, harrow) or used as two-track roadway for maintenance access. A portion of the northern boundary were partially cleared in 2022. The portion of the refuge boundary (southern boundary) adjacent to State HWY 161 would be excluded from the treatment area. The NWR does not have the appropriate machines or operators to dedicate to this size of project. The overall goals are to reduce the risk of wildfire causing damage to wildlife habitat, mitigate safety risks to FWS staff, and to improve access, visibility.
1.3 Objectives:
• Mechanically masticate all vegetation (dead or alive) within the 45’ fuel break in pinyon/juniper grasslands along the west, east, and north boundaries of Rio Mora NWR adjacent to private lands. Total linear distance of area needing clearing is approximately 13 miles.
1.4 Scope:
The contractor can only access the area only during dry times and/or during times preapproved by refuge staff shown in table 1 below. If the areas are too wet to handle heavy equipment, the work will be postponed in that specific area to minimize habitat and soil damage. Daily work reports will be completed by contractor and turned in to refuge staff.
1.5 Period of Performance:
i Base Award: The period of performance for mastication by heavy equipment shall be February -April 2023, July-September 2023, February-April 2024. In addition, the Government may exercise three (3) option years with the same scope of services.
Base Year- Contract award- April 30, 2024
Option year 1- May 1, 2024- April 30, 2025
Option Year 2- May 1, 2025- April 30, 2026
