This document contains detailed technical specifications for a custom airboat and trailer required to support law enforcement operations for the U.S. Fish and Wildlife Service (USFWS) Upper Mississippi River National Wildlife and Fish Refuge. The specifications prescribe an 18' x 8.5' hull constructed entirely of Marine Grade 5086 alloy aluminum with no splicing, featuring a 0.250" bottom, 0.125" sides (29" depth at rear), and reinforced structural components including five heavy-duty 2" x 2" T-bars, two additional 2" x 3" T-bars, and a 2.5" x 3" I-beam mid-ship brace. The hull must include walk-arounds, tool trays, non-skid flooring, protective polymer padding, a 24" grass rake with nose roll, and towing eyes. The engine specification calls for either a Marine LSX 525 horsepower Levitator or Marine Power 6.6 525 hp engine with a 3-year warranty, paired with a Century Drive CH3 2.3:1 reduction unit and an 86" Sensenich 3-blade composite propeller. Power and propulsion systems include dual 24M1000 marine batteries, all-stainless exhaust systems, a 50-gallon diesel fuel tank, comprehensive lighting (Coast Guard-approved running lights, LED driving lights, flashing cage lights, and flood lights), and a Garmin 943 xsv GPS with NEMA 2000 connectivity.
The airboat features a fully stainless steel 1" engine stand with 4-point rubber-mounted seats, two large executive bucket seats for driver and passenger with seat heat options, a 3-man bench on the dry storage box, and a custom instrument panel with marine-type controls. The steering system incorporates left-handed positive push/pull cable steering with 8" throw and stainless steel components. Additional features include dual 2000 GPH RULE GOLD bilge pumps, 4-person wireless mic/intercom headsets, and a fully welded tandem-axle aluminum trailer with stainless steel fenders, galvanized wheels, triple rear rollers, a 2800lb 2-speed winch, and 2500lb front lift dolly. The trailer includes an aluminum storage box with jack and lug wrench. Delivery must be FOB Destination to Onalaska, Wisconsin, with the contractor responsible for all transportation costs and unloading. The contractor must conduct operational testing, verify all systems, and provide manufacturer manuals and warranty documentation prior to acceptance by the USFWS Contracting Officer's Representative. K. Miscellaneous
Capabilities (if applicable): This airboat is required to support law enforcement operations throughout the La Crosse District of the Upper Mississippi River National Wildlife and Fish Refuge, which encompasses more than 240,000 acres of diverse and challenging terrain. Officers routinely operate in environments that include shallow water, flooded areas, dense vegetation, backwater containing stumps and sandbars, and frozen waterways during winter months. These conditions make conventional watercraft unsuitable for many patrol and emergency response missions.
The airboat must be capable of safely traversing both shallow and frozen waters to provide year-round access to remote areas that are otherwise inaccessible. This capability is critical for conducting routine law enforcement patrols, protecting refuge resources, and responding to emergencies involving stranded or injured boaters, hunters, anglers, and other visitors. The vessel must enable officers to deploy rapidly and safely during all seasons and under varying environmental conditions, ensuring an effective law enforcement presence and timely emergency response throughout the refuge.
