About this file

This is a Statement of Work for herbicide application and noxious weed control services on U.S. Fish and Wildlife Service (USFWS) lands in North Dakota. The contractor must map and chemically spray invasive noxious weeds (Leafy Spurge and Baby's Breath) on refuge lands across three geographic areas: Crosby Wetland Management District, Lostwood National Wildlife Refuge, and Lostwood Wetland Management District. The performance period runs from June 29, 2026 through September 30, 2026. Treatment locations total approximately 690 estimated acres across six specific waterfowl production areas and refuge units, with detailed legal descriptions and aerial maps provided for each site.

The contractor must hold all relevant North Dakota herbicide application licenses and comply with approved Pesticide Use Proposals (PUPs), product labels, and all federal environmental policies. Specific herbicide products are mandated: Escort XP for Baby's Breath control and Method 240SL for Leafy Spurge control, both applied with water according to manufacturer instructions. All pesticides are provided by USFWS. The contractor must furnish labor and equipment, maintain a minimum $1,000,000 commercial liability insurance policy, establish temporary closures and maintain 300-foot standoffs from people and vehicles, and operate only during daylight hours Monday-Friday, 08:00-16:30 local time. Coordination with Chad Zorn (Refuge Manager) is required 48 hours prior to application. Deliverables include pesticide application records compliant with North Dakota law and GIS shapefiles of treatment areas, submitted within 30 days of treatment completion. The contractor assumes responsibility for any spills, misapplications, or incidents and must provide written incident reports to the Contracting Officer's Representative within 24 hours.
