About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a procurement under the Simplified Acquisition Threshold (SAT). The form documents the justification for conducting a sole source acquisition for a Dyno Tune PWS30 model skid winch unit required by the Big Muddy National Wildlife Refuge Complex.
The procurement is justified based on the specific operational need to recover heavy equipment stuck in wetland environments where the refuge manages thousands of acres of wetland habitat. Market research determined that the PWS30 is the only skid winch currently produced that meets the customer's specifications, specifically requiring a unit capable of pulling large equipment such as excavators and dozers from distances over 100 feet away while utilizing existing equipment at the refuge, with at least 300 feet of cable or sufficient winch rating for recovery at extended distances. The form establishes that no other capable sources exist that meet these technical requirements, though equal products will be considered in accordance with Federal Acquisition Regulation 52.211-6. Pricing will be determined as fair and reasonable at the time of award. The justification was certified by Program/Project Officer Forest Kemp on September 7, 2025, and approved by Contracting Officer Dana Arnold on September 8, 2025.

| Text3: This is a brand name request for a Dyno Tune winch skid unit, specifically the PWS30 model. Equal products will be considered in accordance with 52.211-6. |
| Text2: The program office has contacted several manufactures and searched on-line for winches that are capable of pulling large stuck equipment, e.g. excavator, dozer or large tractors, out from over 100' away while only using equipment we currently have at each station in the complex. All other recovery type winch units either required large equipment or vehicles to mount the unit to or did not have at least 300' of cable or a high enough winch |
rating that would allow recovery from a further distance. After thorough research and experience working with various contractors, it was determined that the Dyno Tune PWS30 model is the only skid winch currently produced that meets the customer's needs and specifications.
Text1: Big Muddy NFWR Complex manages thousands of acres of wetland habitat where heavy equipment is routinely used to improve habitat and install or repair water management infrastructure. It is not uncommon to get equipment stuck while working in wetlands and the cost to hire a contractor to get equipment out is not only costly, exceeding $5,000 per incident in many cases, but leads to lost time on the project. Investing in a skid winch will give the Complex the ability to pull equipment out without having to haul large machinery or paying a contractor and waiting in some cases more than week before they are available, increasing efficiency and cost savings in a rather short time frame.
Text4: Future acquisitions that do not require these specifications will be competed as required by the Federal Acquisition Regulation.
The program office will continue to monitor the market to evaluate the capabilities of various brands and identify any new options that meet the required specifications.
| Text6: Price will be determined fair and reasonable at the time of award. | |

Text5: The PWS30 Dyno Tune is the only skid winch unit found which will meet the specifications to connect to the equipment on site to recover equipment stuck in wetlands. For consideration, quotes shall be submitted for a winch skid unit of the brand Dyno Tune that meets the required specifications. Equal products will be considered in accordance with 52.211-6.
