About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service's Joint Administrative Operations for an acquisition under the Simplified Acquisition Threshold (SAT).
The Tishomingo National Fish Hatchery requires procurement of a Novair Compact 40-B oxygen generator to produce continuous and reliable oxygen supply meeting specific operational parameters, including oxygen concentration of 93% or greater. The justification establishes that this brand-specific equipment is necessary for compatibility with the hatchery's existing oxygen delivery infrastructure, facility electrical capacity, and operational environment. The specifications ensure compatibility with current systems, allow standardization of equipment components and maintenance procedures, and support efficient troubleshooting and inventory management for this mission-critical life-support system. The hatchery currently operates a smaller oxygen generation unit from the same manufacturer on-site that will continue in use. The form documents that alternative equipment brands would require significant facility modifications and maintenance system changes, effectively eliminating competition. Future acquisitions not requiring compatibility with existing infrastructure will be competed in accordance with Federal Acquisition Regulation requirements. The Program/Project Officer (Ralph Simmons, signed March 4, 2026) and Contracting Officer (Dana Arnold, signed March 10, 2026) have certified and approved the sole source acquisition procedures under FAR Part 13. Fair and reasonable pricing will be determined at the time of award.

Contracting Officer
| Text3: Based on the hatchery’s operational requirements and the need for compatibility with existing oxygen generation infrastructure, an oxygen generating system of the brand Novair that meets the required specifications has been identified as the equipment that meets the hatchery’s technical and operational requirements necessary to support its mission-critical oxygen supply system. Alternative equipment that does not meet these compatibility requirements would require significant modifications to existing infrastructure and maintenance systems. |
| Text2: These specifications are necessary to ensure compatibility with the hatchery’s existing oxygen delivery infrastructure, facility electrical capacity, and operational environment. The selected equipment must be capable of maintaining the required oxygen supply while integrating with existing hatchery systems without requiring significant facility modifications. The hatchery currently operates a smaller oxygen generation unit from the same manufacturer that will continue to be used in another building on site. Procuring equipment of the same brand allows the hatchery to maintain operational compatibility between systems, including common components, maintenance procedures, and replacement parts. Standardization of equipment reduces operational complexity and supports more efficient maintenance, troubleshooting, and inventory management for critical life-support systems. These oxygen generation systems support the life-support environment for threatened and endangered species maintained at the hatchery. Reliability and operational continuity are essential to ensure stable dissolved oxygen levels within fish culture systems. Equipment failure or incompatibility with existing infrastructure could result in interruptions to oxygen delivery that would place fish populations at risk and disrupt hatchery operations. |
| Text1: The Tishomingo National Fish Hatchery requires an oxygen generator capable of producing a continuous and reliable oxygen supply that meets specific operational parameters necessary for the existing hatchery infrastructure. The Novair Compact 40-B oxygen generator has been identified as meeting these technical and operational requirements. The system must be capable of meeting the following minimum performance specifications necessary to support hatchery operations: |
Oxygen concentration of 93% or greater Carbon dioxide concentration of less than 300 PPM Carbon monoxide concentration of less than 10 PPM Minimum flow rate of 40 standard cubic feet per hourOutput pressure of 85 PSI or greater Storage tank capacity of 590 gallons or greater Electrical compatibility with single-phase 115 VAC power Operational noise level of 68 dBA or less
| Text4: Future acquisitions that do not require compatibility with the hatchery’s existing oxygen delivery infrastructure and operational systems will be competed in accordance with the Federal Acquisition Regulation. | |
| Text6: Price will be determined fair and reasonable at the time of award. | |

Text5: This is a brand name request for an oxygen generating system, specifically the Novair Compact 40-B. Contractors shall a provide a oxygen generating system of the brand Novair that meets the required specifications. This equipment is required for the above reasoning.
