Two Rivers National Wildlife Refuge

Specifications for Trailer Mounted Tiny Home for Seasonal Staff Quarters

1. Introduction

The U.S. Fish and Wildlife Service (USFWS) recognizes the vital role that seasonal interns and volunteers play in the management of the National Wildlife Refuge System. It is essential to provide safe and reliable on-site housing that facilitates privacy and security while allowing staff to effectively perform their duties. This statement of work outlines the requirements for procuring a prefabricated, self-contained, fully functional, home designed for safe, temporary accommodation of seasonal interns and volunteers.

2. General Requirements

The Contractor shall furnish a minimum of one (1) ADA compliant standard single-bedroom home, of approximately 400 square feet of living space, mounted on a suitable trailer for delivery.

- The Contractor shall include in their proposal a detailed drawing of the floorplan and detailed drawings of all four side elevations.

- The Contractor shall include in their proposal the anticipated final delivery date consistent with the specifications herein.

- The homes shall be manufactured in compliance with the 2021 International Residential

Code, including Appendix Q.

- -The home shall be manufactured within 250 miles of Brussels, IL to minimize transport distances

- Delivery shall be to Two Rivers National Wildlife Refuge (364 Wildlife Conservation

Rd., Brussels, IL 62013) F.O.B. Destination

- The Contractor shall coordinate with the refuge manager to determine the delivery options (date and time) and develop a delivery plan that ensures all required personnel are present.

3. Pricing (Line Items)

The Contractor shall include manufacture, delivery and setup in their quote.

4. Scope of Work

The home shall include the following features:

- Outside dimensions of the livable space shall be a minimum of 11’2” wide by 34’10.5” long (or comparable). Detailed drawings of the floorplan and detailed drawings of all four side elevations shall be included.

- Each home shall have a covered entrance deck the same width of the home and a minimum of five (5) feet long ADA accessible entrance in addition to the covered entrance deck.

- Each home shall have a single connection site for sewer (4-inch pvc pipe), a minimum

200 amp electrical service (including appropriate circuit breakers and 1.5” or larger conduit), and water supply (1/2-inch pvc or pex pipe). The home shall be all electric, no gas or propane service. The Government will complete all exterior utility connections to the single connection site, including sewer, water, and electric.

- The contractor shall be responsible for setting the home at the Government furnished location to industry standards and will be responsible for all leveling and blocking and installing code compliant tie-downs and installing all skirting. The home shall be permanently mounted to the transportation trailer.

- The Contractor shall use industry standard construction methods and shall comply with all applicable construction codes. Nothing contained herein shall negate the requirement to comply with industry standards and applicable construction codes. The delivered home shall have a finished look with complementary neutral colors, all woodwork, drywall, metal work, flooring, roofing, etc., shall be finished to industry standards with a quality craftsmanship finished look, appearance, and performance.

Specific Requirements

- Interior Features

- Fully operational kitchen and bathroom.

- Kitchen to include an electric fan/vent combination, 30-inch induction cooktop with oven, refrigerator, double sink with spray faucet, oak base and wall cabinets, and solid surface countertops that complement the cabinet colors.

- Energy Star appliances and ADA compliance throughout.

- Washer/dryer with a minimum width of 28 inches, and necessary electrical connections

(240V).

- Installation of a dishwasher.

- Ceiling light fixtures in the kitchen and ceiling fan with light fixture in the living room and bedroom areas.

- Frost-free, counter-depth refrigerator.

B. Bathroom

- ADA compliant features, including a stand-up shower with grab bars, fiberglass surround, ADA compliant vanity-mounted sink, and ADA toilet.

- Exhaust fan venting to exterior and lighting according to specified switch controls.

- Installed fixtures including towel bar, toilet paper holder, and mirror (installed to ADA accessible heights).

C. Exterior

- Outside veneer shall be a minimum hardy plank or metal siding and a metal roof with a minimum thickness of 22-gauge. Colors of siding and roofing shall be approved by the

Government prior to installation.

- Screen/storm door on the front, insulated exterior doors with deadbolt locks, and ADA compliant entrance with handrail.

- Double-hung insulated, double-pane, operable windows with insect screens and vinyl cordless mini-blinds.

- Tie-downs for weather protection and metal skirting installed below finished grade.

- Exterior lighting on deck with separate on/off switch inside front door.

D. Construction Standards

- The Contractor shall use industry standard construction methods and shall comply with all applicable construction codes. Nothing contained herein shall negate the requirement to comply with industry standards and applicable construction codes.

- At a minimum, interior walls will be ½” gypsum board with water-resistant material in wet areas and must support moving the home with minimal damage. Substituted wall coverings shall be submitted with the Contractor’s proposal.

- All interior walls will be primed with a suitable primer and then coated with at least two coats of high-quality paint to ensure an even coverage with no blemishing. Seams, corners, nail/screw holes, damaged areas, shall be filled to even and sanded to ensure no blemishes after the final coat of paint. Paint shall be a neutral color that compliments cabinets and appliances and shall be consistent throughout the structure.

- Flooring shall be wood-patterned luxury vinyl plank, minimum 12 mil thickness, with baseboards installed.

- Insulation standards: minimum R13 for exterior walls, R49 for attic, R38 for floors over unconditioned spaces, R7.5 continuous insulation on the exterior face.

E. HVAC and Water Heating

- An electric tankless hot water heater must provide sufficient hot water for all fixtures simultaneously.

- Air conditioning/heat pump mini-split unit with minimum 15 SEER rating, including two wall-mounted air handlers (one in bedroom and one in kitchen/living room).

F. Warranties

- Minimum one (1) year complete warranty on the home and additional warranties per industry standard for HVAC, appliances, and materials.

5. Deliverables

- Delivery shall be to Two Rivers National Wildlife Refuge (364 Wildlife Conservation

Rd., Brussels, IL 62013) F.O.B. Destination

- The Contractor shall coordinate with the refuge manager to determine the delivery options (date and time) and develop a delivery plan that ensures all required personnel are present.

- As prescribed herein the Contractor shall provide and install all tie-down materials to secure each home to the ground in accordance with industry standards and install all skirting and protective material around base of home.

- The contractor shall supply all manuals for all installed appliances and specific materials.

- The contractor shall provide an as-built design blueprint for each home and trailer and electrical layout blueprint for each home.

6. Inspection and Acceptance

- All work performed under this contract is subject to observation and review by the

USFWS.

- Compliance with industry standards, ADA accessibility, and specified codes is mandatory.

- The contractor shall adhere to Federal greening policies to implement environmentally preferable products and practices.

7. Government Furnished Materials/Information

- Refuge staff will be available to inspect and supervise the unloading of deliveries.

- The refuge entrance is accessible from existing paved roads, with short non-paved distances to the delivery point.

- Delivery point for installation will be a minimum of a compacted crushed stone base.
