About this file

This document is a solicitation (140FS225Q0155) for a new 35-foot gooseneck trailer for the Minnesota Valley Wetland Management District, supporting West Minnesota Zone Fire Management. The trailer must meet specific technical requirements, including a 25,900 lb. GVWR, 18,000 lb. load capacity, 102-inch deck width, and a 12-foot hydraulic dovetail with 10,000 lb. minimum cargo lifting capacity. Critical specifications include electric/hydraulic disk brakes, two 12k heavy-duty axels, LED lighting, retractable steps, and compliance with all DOT safety requirements.

A unique aspect of this procurement is the mandatory trade-in of an existing 2014 Aluma trailer (VIN 1YGHD2224FB126975). The solicitation is a 100% Small Business set-aside under NAICS code 336212, restricting competition to qualified small businesses. Proposals are due by August 4, 2025, at 1700 EDT, with a required delivery date of September 30, 2025, to the Minnesota Valley Wetland Management District facility. Offerors must submit quotations on Standard Form 1449, with technical and past performance considerations weighted more heavily than price.
