About this file
This Statement of Work (SOW) outlines requirements for community outreach and engagement services for the development of an interpretive center at the Rocky Flats National Wildlife Refuge, a former defense installation and Superfund site. The U.S. Fish and Wildlife Service (FWS) and Department of Energy (DOE) seek a contractor to implement a three-phase community engagement process, with construction potentially beginning in late 2025.
The contractor must develop a public engagement strategy, facilitate up to three community meetings between January-March 2025, create outreach materials including press releases and handouts, and provide meeting materials like poster boards. Key requirements include demonstrated knowledge of local communities and experience with controversial sites. The contractor will utilize an adaptive learning framework and work closely with FWS and DOE, who will participate in meetings and approve the final engagement strategy. The work involves addressing community opposition while supporting the agencies' goal of establishing a long-term community asset. Two reference documents from prior community engagement efforts in 2016 and 2018 are provided to assist the contractor.
