Statement of Work
Bill Williams River National Wildlife Refuge (BWRNWR)
Lake Havasu National Wildlife Refuge Complex
Asbestos Contaminated Pipe Removal on USFWS Lands
Parker, AZ
BACKGROUND
This Statement of Work summarizes the justification and purchase services for asbestos pipe removal at the Bill Williams River National Wildlife Refuge (NWR). The refuge would like to remove 9 buried, partially exposed, and fully exposed concrete pipes that have been contaminated with asbestos and disposed of following correct hazardous materials practices.
DESCRIPTION OF PROJECT NEEDS
Staff at the Bill Williams River NWR would like to remove all asbestos-contaminated pipes in the Mineral Wash area of the refuge: southeast of refuge headquarters. Access is available via Shae Road directly to the project site. These concrete pipes have previously been tested for asbestos as of 2024. but refuge staff would like to have them re-tested for confirmation prior to removal. One pipe is fully buried, one pipe is partially exposed, and the rest are fully exposed. These pipes pose a health risk to recreational users of the refuge, refuge staff, and wildlife. They range in size from 110 feet to 4 feet. Refuge staff do not have the machinery or expertise required to remove and properly dispose of this amount of hazardous material and thus are looking for bids from private contractors to complete this work. Contractors can remove/trim vegetation if needed to access the pipes. The biologist will do an on the ground assessment to ensure that no nesting or burrowing species will be impacted from vegetation removal. In the event that there is a species present that will be impacted from vegetation removal, there will be a 3-meter perimeter around the species’ area. The pipe will be removed once the species is not residing in that location.
Place of Performance The work to be performed under this contract will be performed at Bill Williams River National Wildlife
Refuge. The job site is adjacent to Shae Road and the site will be best accessed via this road. The nearest facilities and accommodations are in Parker, AZ, or Lake Havasu, AZ, approximately 25 – 65 miles from the site. If any gates occur that impede access, contractors will be given keys or allowed entry by refuge staff.
Scope of Work The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to remove 9 asbestos contaminated concrete pipes at Bill Williams River NWR as defined in this Statement of Work except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract and will have on the ground guidance project and planning guidance directed by refuge staff.
Objectives:
• Test concrete piping to confirm presence of asbestos in the material.
• Provide supervision and oversight of personnel while removing 9 or more concrete pipes, both buried and exposed, directed by refuge staff. An interactive map will be provided to show locations of pipes to be removed.
• Properly dispose of hazardous materials according to all applicable laws and regulations.
• Maintain proper safety and efficiency measures as directed by refuge personnel and crew leader.
Period of Performance
The period of performance for asbestos pipe removal will be from August 26, 2024, to December 1, 2024.
SPECIFIC TASK
The contractor shall remain in close contact with the FWS COR and Refuge staff. Contactor is responsible to ensure all pertinent information is clearly understood. Contractor will relay all the job task information the workforce prior to the first day of project work. Follow all protocol for the removal process as described by refuge staff. Meet daily with Refuge Staff to discuss the progress and plans for the following day. Assist in changes and modification to the plan and workday as needed. Perform all the objectives as listed in “Scope of Work”. Adhere to the daily schedule. Follow all National Wildlife Rules and Regulations, including fire safety while on site. If concerned species is present and is determined to be affected by vegetation removal, the biologist will put a 3-meter barrier around the area as to not disturb the species. Contractors will not work into the area until approved by refuge biologist.
Hours of Operation The Contractor is responsible for conducting business, between the hours of sunrise to sunset Sunday through Saturday except Federal holidays at the contractor’s option. The contractor must, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this contract when the government facility is not closed. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential. The refuge office is closed on recognized Federal holidays.
