About this file

This document is a Statement of Work (SOW) for a Five-year Blanket Purchase Agreement (BPA) for boat and equipment maintenance services for the Alpena Fish and Wildlife Conservation Office (Alpena FWCO).

The SOW outlines the general requirements for the BPA, which includes providing all labor, equipment, supplies, parts, and materials required to perform maintenance on government-owned equipment. The work shall include vessel repairs, diagnostics, and scheduled maintenance for all vessels owned by the Alpena FWCO at their duty stations in Alpena, MI and the Detroit River Fish Lab. Vendors must be authorized dealers and/or capable of repairing brand-specific outboard motors, and all repair work will be completed at the vendor's location. STATEMENT OF WORK

Five-year Blanket Purchase Agreement for Boat and Equipment Maintenance Services

1. General:

Alpena Fish and Wildlife Conservation Office shall establish a Five-year BPA for boat services, maintenance, and repair. Those selected for the BPA shall provide all labor, equipment, supplies, parts, and materials required to perform maintenance on government owned equipment. The work shall include vessel repairs, diagnostics, and scheduled maintenance. The BPA will cover all vessels owned by the Alpena FWCO at the duty stations listed below. The equipment listed is subject to change. (See attached current list). The BPA will cover all parts and labor.

Vendors must be authorized dealers and/or capable to repair brand-specific outboard motors.

The vessel/equipment diagnostic and repairs will be completed at the vendors location.

Locations covered by BPA:

A. Alpena FWCO: 585 S Ripley Blvd, Alpena MI 49707

B. Detroit River Fish Lab: 28403 Old North Gibraltar Road

2. Scope

When breakdowns occur, the vendor is expected to go over each piece of equipment and give a description of what is currently needed to maintain/service the piece of equipment. Staff, that operate the equipment will provide input as to the problems in operating the equipment. Management and staff will discuss these problems with the vendor and communicate a plan for what needs to be fixed right now to support the goals and objectives of the

Alpena FWCO as well as what can wait until a better idea of the total cost of the project has been accessed.

3. Deliverables and/or Delivery Schedule:

Vendor will provide diagnostic and repair services for all equipment at the two locations listed and will communicate with Alpena FWCO staff the status of vessel equipment as each evaluation takes place. The price, timeline, and materials required for each repair will be communicated to Alpena FWCO staff prior to work being done to determine the method of payment.

Mechanics will test each piece of equipment to ensure repairs are complete and functional.

Annual Requirement

Every spring, vessel equipment will be inspected and provided service consistent with manufacturer recommendations. At a minimum, annual inspections will align with the recommendations of the manufactures.

Scheduled Maintenance

Preventative and regular maintenance will be scheduled based on running hours. All maintenance will be completed consistent with manufacturer recommendations. Scheduled maintenance may also include replacement of worn components and/or repair to damaged equipment.

Unscheduled Service Calls

Service calls will be used for unexpected repairs (e.g., breakdowns). The intent of service calls is to quickly return vessels to service.

Transport

It is expected that Alpena FWCO Staff will be transporting all vessels to the shop for repairs. If a vessel needs to be transported by the vendor (e.g., using a boat hoist, towing the trailer elsewhere) the Contractor is responsible for damage or loss caused to equipment.

4. General Requirements

Annually, the FWS will coordinate with the vendor and schedule preventative maintenance for the vessels.

Minimum Requirements:

• All work on equipment must be overseen by a certified service technician.

• Vendor must use only manufacturer recommended parts. Substitutions must be approved by the US Fish and

Wildlife Service.

• Vendor is responsible for disposal of waste associated with maintenance (e.g., used oils and fluids, batteries) in compliance with local laws and regulations.

• US Fish and Wildlife Service does not tolerate discrimination or harassment. Vendor is responsible for employee’s behavior around staff, volunteers, and visitors.
