Quotations are being requested, and a separate written solicitation will not be issued.

Solicitation No. 140FS126Q0189 is issued as a Request for Quotations (RFQ) for repair of an existing fire pump at Kenai National Wildlife Refuge, Soldotna, Alaska, as described in the Statement of Work included in this solicitation.

This acquisition is set aside exclusively for small business concerns under NAICS Code 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a size standard of $12.5 million.

The Government intends to issue a firm-fixed-price purchase order to the successful quoter. Quotes from sellers unable to accept a purchase order will not be considered for award.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.

1. Request for Quotation

Solicitation No. 140FS126Q0189 is issued as a Request for Quotations (RFQ).

The Government intends to issue one firm-fixed-price purchase order to the responsible small business quoter whose quotation conforms to the solicitation and represents the lowest-priced technically acceptable quotation, provided the price is determined fair and reasonable.

A quotation is not an offer. The Government’s issuance of a purchase order in response to a quotation constitutes the Government’s offer. A binding contract is formed when the supplier accepts the purchase order in writing or commences substantial performance.

2. Requirement

Solicitation No. 140FS126Q0189 – Repair Fire Pump Page 2

The Contractor shall commence onsite performance within fifteen calendar days after award and shall complete all onsite work within five working days after commencement.

The line-item schedule, quantities, units, and firm-fixed-price quotation format are provided in Attachment 2, Bid Schedule.

Quoters shall complete and submit the Bid Schedule with their quotation.

The Contractor shall not perform additional repairs, replacements, or work outside the awarded scope without prior written authorization from the Contracting Officer.

3. Contracting Authority

Only a warranted Contracting Officer is authorized to make changes to the terms and conditions of any resulting purchase order.

No oral statement, instruction, direction, or representation by any Government employee, including technical personnel, shall modify or otherwise affect the terms of the resulting purchase order.

Government technical personnel may coordinate site access, scheduling, inspection, operational testing, and routine technical matters. Government technical personnel are not authorized to change the scope of work, authorize additional work or costs, change the period of performance, or otherwise alter the resulting purchase order.

If the Contractor performs work at the direction of any person other than the Contracting Officer that changes the requirements of the resulting purchase order, that work is unauthorized. The Government will not make an adjustment to the purchase order price or period of performance for costs incurred as a result of unauthorized work.

Contract Specialist:

Oscar Orozco oscar_orozco@ios.doi.gov

4. Service Contract Labor Standards

This requirement is subject to the Service Contract Labor Standards. U.S. Department of Labor Wage Determination No.

2015-5687 is included in this solicitation as Attachment 4 and applies to covered service employees performing under any resulting purchase order.

Quoters are responsible for reviewing the applicable wage determination and all incorporated provisions and clauses when developing their quotations.

5. Site Visit

A site visit is available for prospective quoters.

Participation in the site visit is not required to submit a quotation and is not a condition of eligibility for award.

Requests to attend a site visit shall be submitted by email to oscar_orozco@ios.doi.gov no later than close of business, Thursday, September 3, 2026.

The Pump House is a locked facility. Government maintenance staff will provide access to the facility for authorized site visits.

The Government will not reimburse quoters for costs associated with attending the site visit or preparing a quotation.

6. System for Award Management

Solicitation No. 140FS126Q0189 – Repair Fire Pump Page 3

Prior to submission of a quotation, quoters must be registered, active, and eligible for award in the System for Award Management at SAM.gov.

By submitting a quotation, the quoter acknowledges the requirement to maintain the SAM registration required by the solicitation before award, during performance, and through final payment under any resulting purchase order.

Quotations that fail to furnish required representations or information, take exception to material solicitation requirements, or do not demonstrate eligibility for award may be excluded from consideration.

7. Questions

Questions concerning this solicitation shall be submitted by email only to Oscar Orozco at oscar_orozco@ios.doi.gov.

Questions are due no later than Friday, September 4, 2026, at 12:00 p.m. Pacific Time.

The Government may respond to questions through an amendment to the solicitation. The Government may provide responses to prospective quoters without identifying the source of a question.

Oral explanations or instructions are not binding. Only a written amendment issued by the Contracting Officer may modify this solicitation.

8. Evaluation Factors and Basis for Award

The Government will evaluate quotations using the simplified procedures of RFO FAR Part 12.

The Government may use streamlined evaluation procedures and is not required to establish a competitive range, use numerical scoring, employ adjectival ratings other than Acceptable or Unacceptable, conduct formal discussions, or prepare a separate evaluation plan.

Award will be made to the responsible small business quoter submitting the lowest-priced technically acceptable quotation, provided the quotation conforms to the solicitation and the price is determined fair and reasonable.

Factor 1 – Technical Capability and Relevant Experience

Technical Capability and Relevant Experience will be evaluated as either Acceptable or Unacceptable.

A quotation will be rated Acceptable when the information submitted demonstrates that the quoter:

• Can perform the requirements of the Statement of Work.

• Has relevant experience repairing fire pumps, commercial or industrial pumps, pumping systems, or substantially similar mechanical equipment.

• Can provide the personnel, equipment, tools, materials, and replacement components necessary to perform the requirement.

• Can safely take the fire pump out of service and perform applicable isolation, de-energization, and Lockout/Tagout procedures, as required by the Statement of Work and applicable safety requirements.

• Can commence onsite performance within fifteen calendar days after award and complete onsite work within five working days after commencement.

• Takes no exception to a material requirement of the solicitation or Statement of Work.

The recent-project information required by Section 9 will be evaluated only as evidence of the quoter’s capability and relevant experience to perform this requirement. The Government will not assign additional credit for experience exceeding the stated minimum requirements.

A quotation that does not demonstrate compliance with the minimum technical requirements will be rated Unacceptable and will not be eligible for award.

Factor 2 – Price

The Government will evaluate the total firm-fixed price identified on the completed Bid Schedule.

The quoted price shall include all costs necessary to perform the complete requirement, including labor, supervision, materials, replacement components, equipment, tools, transportation, testing, cleanup, disposal, overhead, profit, and other incidental costs.

Solicitation No. 140FS126Q0189 – Repair Fire Pump Page 4

The Government will evaluate prices inclusive of transportation and all other charges necessary to perform the requirement at the stated place of performance.

The Contracting Officer will determine whether the proposed price is fair and reasonable using quotations received, the Independent Government Estimate, and any other relevant information available to the Government.

Evaluation Order

The Government intends to evaluate quotations beginning with the quotation offering the lowest total evaluated price. The Government will then evaluate that quoter’s quotation for technical acceptability. If the quotation is determined technically unacceptable, the Government may evaluate the next lowest-priced quotation, and so on, until a technically acceptable quotation is identified.

Basis for Award

Award will be made to the responsible small business quoter whose quotation is timely received; conforms to the solicitation; is determined technically acceptable; submits the lowest total evaluated firm-fixed price among technically acceptable quotations; is determined responsible and eligible for award; and offers a price determined fair and reasonable by the Government.

Technical acceptability is a minimum requirement. No tradeoff will be made between price and technical capability. The Government will not pay a price premium for technical features, qualifications, or experience exceeding the stated minimum requirements.

The Government may communicate with one or more quoters, request clarifications, obtain missing or additional information, or request revised quotations, if the Contracting Officer determines such action is appropriate and consistent with RFO FAR Part 12 simplified procedures.

9. Quotation Submission Requirements

Quotations shall be submitted electronically by email to:

Oscar Orozco oscar_orozco@ios.doi.gov

Quotation Due Date: September 9, 2026 Quotation Due Time: 12:00 p.m. Pacific Time

1. SCOPE

The U.S. Fish and Wildlife Service (USFWS), Kenai National Wildlife Refuge, requires inspection, refurbishment, repair, reassembly, operational testing, and return to service of the existing fire pump located in the Kenai National Wildlife Refuge Pump House on Ski Hill Road, Soldotna, Alaska.

The Contractor shall provide all labor, supervision, materials, replacement components, tools, equipment, transportation, and incidentals necessary to complete the work described in this Statement of Work (SOW).

2. BACKGROUND

Over a period of years and use, the existing fire pump has developed leakage around the pump shaft during operation. The leakage is believed to be associated with deterioration of the packing and seal components around the shaft.

The Government’s description of the apparent condition is provided for informational purposes and does not relieve the Contractor from verifying existing conditions necessary to perform the specified work.

3. EXISTING PUMP INFORMATION

The following information is from the existing pump data plate and shall be verified by the Contractor:

Speed: 1,780 R.P.M.

Rated Pressure: 110 PSIG Maximum Pressure: 126 PSIG

• Remove the pump casing as necessary to perform the required repairs.

• Remove and replace the existing pump packing.

The Contractor shall provide a description of the condition and recommended corrective action. The Contractor shall not perform additional work, replace additional components, or incur additional costs outside the awarded scope without prior written authorization from the Contracting Officer.

Only the Contracting Officer has authority to change the scope, price, terms, or period of performance of the purchase order.

6. SYSTEM SHUTDOWN, ISOLATION, AND SAFETY

The Contractor shall be responsible for taking the fire pump out of service, including isolating and de-energizing the equipment as necessary, and shall follow applicable Lockout/Tagout procedures in accordance with OSHA standards.

The Contractor shall perform the work in a safe manner and comply with applicable safety requirements associated with its work. The Contractor shall coordinate planned shutdown and restoration of the fire pump with the Government before beginning work that affects system availability.

7. OPERATIONAL TESTING AND RETURN TO SERVICE

Following completion and reassembly, the Contractor shall operationally test the fire pump to verify that the repair has been successfully completed.

At a minimum, testing shall demonstrate that:

• The pump and components disturbed during repair have been properly reassembled.

• The repaired packing/sealing components are properly installed and functioning as intended.

• The pump operates without abnormal vibration, noise, or other conditions attributable to the Contractor’s work.

• The pump is returned to operational condition.

Some leakage associated with the pump packing/sealing system may occur during normal operation and will not, by itself, constitute failure of the repair.

No specific manufacturer, NFPA, flow, pressure, duration, or other testing standard is required for final acceptance.

8. INSPECTION AND ACCEPTANCE

The Contractor shall inspect and test its work before presenting the completed services to the Government for acceptance.

Government inspection and acceptance will occur at the place of performance after completion of the required repairs, reassembly, operational testing, cleanup, and return of the fire pump to service.

The Government will accept the work when the Contracting Officer or authorized Government representative determines that:

• The required repairs have been completed in accordance with this SOW.

• Required replacement materials and components have been installed.

• The fire pump has successfully completed the required operational testing.

• The fire pump has been returned to operational condition.

Contractor-generated trash, packaging, and other debris shall be removed from the work site by the Contractor.

To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4, Terms and Conditions – Commercial Products and Commercial Services, included in commercial contracts. The IPP website address is: https://www.ipp.gov.

Under this purchase order, the Contractor shall submit with each IPP invoice: the invoice identifying the purchase order number, invoice number, CLIN(s) billed, date(s) of service, and total amount due; and supporting documentation sufficient to demonstrate completion and Government acceptance of the fire-pump repair services.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis within 3–5 business days of the purchase order award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email at IPPCustomerSupport@fiscal.treasury.gov or phone at

(866) 973-3131.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its quotation.

D. Solicitation Provisions

Solicitation No. 140FS126Q0189 – Repair Fire Pump Page 13

52.212-2 Evaluation – Commercial Products and Commercial Services (DEVIATION MAR 2026)

(a) The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation conforms to the solicitation and represents the lowest-priced technically acceptable quotation. The following factors shall be used to evaluate quotations:

• Technical Capability and Relevant Experience.

• Price.

Technical Capability and Relevant Experience will be evaluated on an Acceptable/Unacceptable basis. A quotation will be rated Acceptable when the information submitted demonstrates that the quoter can perform the Statement of Work; has relevant experience repairing fire pumps, commercial or industrial pumps, pumping systems, or substantially similar mechanical equipment; can provide the personnel, equipment, tools, materials, and replacement components necessary to perform the requirement; can safely take the fire pump out of service and perform applicable isolation, de-energization, and Lockout/Tagout procedures; can commence onsite performance within fifteen (15) calendar days after award and complete onsite work within five (5) working days after commencement; and takes no exception to a material requirement of the solicitation or Statement of Work.

The Government will evaluate the total firm-fixed price shown on the completed Bid Schedule. The quoted price shall include all costs necessary to perform the complete requirement, including labor, supervision, materials, replacement components, equipment, tools, transportation, testing, cleanup, disposal, overhead, profit, and other incidental costs.

The Government intends to evaluate quotations beginning with the lowest total evaluated price. The Government will then evaluate that quoter’s quotation for technical acceptability. If the quotation is determined technically unacceptable, the Government may evaluate the next lowest-priced quotation, and so on. Among technically acceptable quotations, award will be made to the quoter offering the lowest evaluated firm-fixed price determined fair and reasonable. No tradeoffs will be made, and the Government will not pay a price premium for exceeding the stated requirements.

(b) Options. Not applicable.

(c) A quotation is not an offer and cannot be accepted by the Government to form a binding contract. The purchase order issued by the Government is an offer to the supplier. A binding contract is formed when the supplier accepts the purchase order in writing or by substantial performance.
