This is a combined synopsis and solicitation for commercial services prepared in accordance with applicable RFO FAR Part 12 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued.
1. Solicitation Number 140FS126Q0144 is issued as a request for quotation (RFQ).
The provisions and clauses incorporated into this solicitation are those in effect through Federal Acquisition Circular (FAC) 2026-01, except as modified or superseded by applicable Department of the Interior class deviations, including Revolutionary FAR Overhaul (RFO) class deviations in effect as of the date of this solicitation.

5. Offerors are cautioned that a warranted Contracting Officer is the only authorized Government representative who may modify the terms and conditions of the BPA or make contractual changes affecting price, scope, or other terms and conditions. No oral statement or direction from any other Government representative shall modify or otherwise affect the terms and conditions of the BPA or an issued BPA Call. If the Contractor performs changed or additional work at the direction of an individual without appropriate contractual authority, such work may constitute an unauthorized commitment and may not result in an adjustment to the BPA Call price. The Contract Specialist for this BPA is Oscar Orozco.

7. Site Visit: Can be accommodated at request of the vendor between 0800-1600. Please email POC for confirmations.
8. Prior to submitting an offer, Offerors must be Registered, Active, and Eligible for All Awards in System for Award Management. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov. By submitting an offer, the offeror acknowledges the requirement to be registered in the SAM (www.sam.gov) database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.
9. Questions regarding this solicitation should be sent via email only to oscar_orozco@ios.doi.gov within the first three (3) business days of the posting of the solicitation. This will allow time for responses to be obtained and posted as an amendment to the solicitation prior to the closing date and time.
10. Evaluation Factors. In accordance with RFO FAR 12.203(c)(2), the Government will use a comparative evaluation. Quotations will be compared directly to one another based on the evaluation factors identified below to determine which submission is most advantageous to the Government.
The Government will consider the relative advantages and disadvantages of each submission based on the following factors:
• Experience: The Government will consider the relevance and extent of the contractor's demonstrated experience performing snow removal services similar in scope to this requirement.
Relevant experience may include operation of front-end loaders and dump trucks, snow hauling, removal of accumulated snow and snow drifts, hand shoveling, snow blowing, and performance under severe winter conditions.
• Past Performance: The Government will consider the contractor's demonstrated quality of performance on relevant prior work. The Government may consider information provided by the contractor, information obtained from references, Government systems, or other sources available to the Government. Consideration may include quality of service, timeliness, customer satisfaction, and successful completion of similar work. A contractor without relevant past performance will not be evaluated favorably or unfavorably solely because relevant past performance information is unavailable.
• Price: Contractors shall submit a completed BPA Price Schedule. For evaluation purposes, the Government will multiply each proposed unit price by the corresponding Government-estimated evaluation quantity identified in the Price Schedule. The extended amounts will be added to determine the Total Evaluated Price. Estimated quantities are provided solely for evaluation purposes and do not represent a guarantee that the Government will purchase those quantities.
The Government will evaluate prices for reasonableness and may consider competition, the Government estimate, market information, and other relevant information available to the Government.
Relative Importance: Experience and Past Performance, when combined, are approximately equal in importance to Price.
Basis for Award: The Government intends to establish one (1) BPA with the responsible contractor whose submission conforms to the solicitation requirements and is determined to be the most advantageous to the Government based on the comparative evaluation of Experience, Past Performance, and Price.
The Government will compare the relative advantages and disadvantages of the submissions under the stated evaluation factors. A higher-priced submission may be selected when the Government determines that its advantages warrant the additional price.
11. Quote Submission Requirements

(DEVIATION MAR 2026).
The Government intends to establish one (1) BPA with the responsible Offeror whose quote conforms to the solicitation requirements and is determined to be the most advantageous to the Government based on the comparative evaluation of Experience, Past Performance, and Price.

(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used:
• Experience: The Government will consider the relevance and extent of the Offeror's demonstrated experience performing snow removal services similar in scope to this requirement.
Relevant experience may include operation of front-end loaders and dump trucks, snow hauling, removal of accumulated snow and snow drifts, hand shoveling, snow blowing, and performance under severe winter conditions. The Government will consider the information submitted for the relevant projects identified in accordance with Section 11 of this solicitation.
• Past Performance: The Government will consider the Offeror's demonstrated quality of performance on relevant prior work. The Government may consider quality of service, timeliness, customer satisfaction, successful completion of similar work, and other relevant performance information. The Government may consider information submitted by the Offeror as well as information obtained from references, Government systems, or other sources available to the Government. An Offeror without relevant past performance will not be evaluated favorably or unfavorably solely because relevant past performance information is unavailable.

In accordance with RFO FAR 12.203(c)(2), the Government will use a comparative evaluation. Offers will be compared directly to one another based on the evaluation factors identified above. The Government will consider the relative advantages and disadvantages of the competing offers in determining which offer is most advantageous to the Government.
The Government will evaluate offered prices for reasonableness and may consider competition, the Government estimate, market information, and other relevant information available to the Government.
Experience and Past Performance, when combined, are approximately equal in importance to Price.
Award may be made to other than the lowest-priced Offeror when the Government determines that the advantages of a higher-priced offer warrant the additional price.
(b) Options (if any). The Government will evaluate offers by adding total option prices to the basic requirement price. Significantly unbalanced option prices may render an offer unacceptable. Evaluation of options does not obligate exercise.
(c) A written notice of award furnished to the successful Offeror within the acceptance period results in a binding contract without further action by either party.

PERFORMANCE WORK STATEMENT (PWS)
Snow Removal Services
Blanket Purchase Agreement (BPA)
U.S. Fish and Wildlife Service
Selawik National Wildlife Refuge
Kotzebue, Alaska
1. Purpose
This Performance Work Statement (PWS) establishes the performance requirements for snow removal services at U.S. Fish and Wildlife Service (USFWS) facilities in Kotzebue, Alaska. Services shall be provided on an as-needed basis to maintain safe access to Government facilities during the winter season.
This PWS defines the required performance outcomes for the Blanket Purchase Agreement (BPA). Procedures for placing BPA calls or orders, invoicing, and contract administration are addressed separately in the BPA and Ordering Guide.
2. Background
The Selawik National Wildlife Refuge maintains Government-owned facilities in Kotzebue, Alaska, including a headquarters office, aircraft hangar, and four Government residences.
Kotzebue experiences severe winter weather, including frequent blizzards, high winds, and significant snow drifting. These conditions can restrict vehicle and pedestrian access to Government facilities. The Government does not possess sufficient heavy equipment, such as front-end loaders and dump trucks, to remove accumulated snow from designated snow storage areas or to clear large snow drifts.
Contractor support is required throughout the winter season to maintain access to Government facilities.
3. Period of Performance
