About this file

This is a Questions and Answers document addressing contractor inquiries regarding gravel delivery and spreading work at a refuge facility.

The Government has clarified key operational requirements and contractor flexibility regarding equipment and methods. A grader is not required for material placement; contractors may use tailgate spreading alone provided depth tolerances and uniformity specifications are achieved. Equipment selection, including tractor-mounted blades versus full-size graders and truck configurations (end dumps, belly dumps, or truck and pup sets), is at the contractor's discretion. The Government noted that belly dumps and commercial end dump trailers have limited turning options, while truck and pup configurations offer greater maneuverability on the auto-tour route. Regarding scheduling, expedited completion is preferred given concurrent Riverside Road construction and traffic detours, provided specifications are met; no specific daily delivery limits were imposed. Water is available onsite through refuge hydrants for dust control if the contractor chooses to implement it, though dust control is not a contract requirement and compaction standards are not required. The document includes an aerial map indicating two construction sections and turn-around points for vehicle routing during the Riverside Road construction period. The Government emphasized that contractors have discretion in selecting methods and equipment as long as final specifications for depth tolerances and uniformity are satisfied.

Text version

1. Material Placement Method Is it expected that the contractor provide a grader for distributing the gravel, or will tailgate spreading alone meet the Government’s requirements as long as depth tolerances and uniformity are achieved?

The contractor is not required to provide a grader as long as depth tolerances and uniformity are achieved.

2. Access Route During Construction Riverside Road will be under construction this summer. Could you please confirm the preferred route for trucks to enter the refuge that avoids the active construction area?

3. Daily Delivery Limits Is there a maximum amount of gravel you prefer to have delivered per day, or any pacing requirements to coordinate with refuge operations?

If the Riverside Road contractor has no issues, due to the ongoing construction and traffic detours, I would say the faster they can get it completed the better as long as they can meet the specifications.

4. Water Availability Will a water source be available onsite for dust control or compaction support, or should we plan to supply our own?

We are not requiring compaction standards only delivery and tailgate spreading. Refuge has water hydrants that can be utilized for dust control if the contractor chooses to implement dust control. There is no dust control requirements in the contract.

5. Use of a Blade

Would the use of a tractor-mounted blade be acceptable for touch-up or distribution work, or is a full-size grader required?

It is up to the contractor to decide what type of equipment should be utilized to ensure specifications for depth tolerances and uniformity are achieved.

6. Truck Size Preference Do you have any preference or restrictions regarding truck size (e.g., end dumps vs. belly dumps, maximum length, or turning limitations on the auto-tour route)?

It is up to the contractor to decide what type of equipment should be utilized for delivery and spreading gravel. Belly dumps and commercial end dump trailers will have limited turn around opportunities. Truck and pup set up will have more turn around options available to them.
