This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

U.S. Fish and Wildlife Service, FWS Ash Meadow NWR has a requirement for all materials necessary for rebuilding the wood boardwalk at Point of Rocks Amargosa Valley, NV. The anticipated required delivery date is between March 1, 2026, and November 01, 2026.

This Request for Quotation (RFQ) is total small business set aside and is conducted under the procedures of FAR Part 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2025-04. The NAICS code is 332311.

Instructions All responsible sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is the lowest price technically acceptable. The vendor that submits the lowest price quote and documentation of technical acceptability for the services will be awarded the firm fixed priced contract. Award will be made to a responsible source pursuant to FAR 9.1.

Technical Acceptability: Vendor’s offer must conform to all aspects of the statement of work. Please provide statement providing acceptance and confirmation. The Contractor must submit documentation of applicable technical acceptability with the quote.

Material Supply

Ash Meadows NWR - Point of Rocks Boardwalk

1. General:

1.1 Boardwalk material supply. Ash Meadows National Wildlife Refuge (NWR), Amargosa Valley, NV 89020.

Ash Meadows National Wildlife Refuge is seeking a qualified supplier to provide all materials necessary for rebuilding the wood boardwalk at the Point of Rocks visitor use area.

Proposed reconstruction includes replacing weathered/damaged decking, fasteners, ties, structural members, handrails, and base supports as needed. The materials supplied shall include every component listed on the attached bid schedule to ensure a complete, code-compliant installation.

The vendor/supplier is responsible for ensuring that quantities are accurate and complete for full delivery of each item.

This project requires a dependable vendor/supplier capable of completely delivering all materials listed on the bid schedule to a location in a remote setting. The vendor/supplier should pay close attention to material specifications, material quality, and logistical delivery considerations for Amargosa Valley.

All lumber provided under this contract must be suitable for its intended purpose and free from defects that would render it unusable. Lumber that is excessively warped, split, cracked, rotted, or otherwise compromised in structural integrity will not be accepted.

1.2 Purpose/End Application: The current boardwalk contains many materials at the end of their useful life. Site conditions can be harsh, and damage has occurred in many locations along the length of the boardwalk. We are seeking hardware and lumber to repair the boardwalk, improving safety on the Refuge and ensuring materials fit the environmental conditions common at the remote location.

1.3 Vendor/supplier Qualifications: The vendor/supplier must demonstrate the ability to supply all materials required to fully complete the repair of the structure included in their bid. Materials must meet the specifications provided on the bid schedule and within this contract. The vendor/supplier is responsible for ensuring that every component requested is included for complete delivery of materials from their supply.

1.4 Material: The lumber and all associated components provided for this project must be suitable for the environmental conditions typical of the conditions at Ash Meadows NWR, Amargosa Valley, Nevada. This includes extreme temperature variations—hot, dry summers and dry, cold winters. Exposure to high winds, intense solar radiation < 10% annual humidity and little regular rain. The area also regularly withstands monsoonal conditions in August and September that bring large amounts of moisture, flash flooding, and high humidity for brief periods.

• The lumber must be pressure treated, dimensional, ground contact, and all dark brown color.

It must match current materials at Ash Meadows NWR to ensure visual consistency (see Bid Schedule photo).

• Screws will be of equivalent design and rating to HeadLOC by FastenMaster, have a washer style head, be four and one-half inches long (4 ½), SpiderDrive, and be exterior structural style of screw (see Bid Schedule).

• Screws will have minimum specification to Grip Rite construction screw, 8 gauge and two inches in length (#8X2), T25 head, course auger thread, yellow zinc plated (see Bid Schedule).

• All tie plates must be an equivalent to Simpson Strong Tie in design and rating (see Bid Schedule).

• Boiled Linseed oil must be equivalent to Sunnyside, in five-gallon buckets, light in color nature, and palletized (see Bid Schedule).

• Mineral Spirits must be equivalent to Sunnyside, in five-gallon buckets, and palletized (see Bid Schedule).

• All Hazardous materials will require Safety Data Sheets (SDS) upon delivery, for example boiled linseed oil, mineral spirits, and treatment for lumber.

All lumber provided under this contract must be suitable for its intended purpose and free from defects that would render it unusable. Lumber that is excessively warped, split, cracked, rotted, or otherwise compromised in structural integrity will not be accepted.

In the event that materials are determined by Government to be defective, non-conforming, or poor quality, the Vendor shall, at its own sole cost and expense, promptly remove and replace such materials with materials meeting the Vendor specifications.

Any delays to the Project Schedule resulting from the procurement, removal, or replacement of defective or non-conforming materials, or any other delays caused by the Vendor's failure to provide adequate materials, shall be considered a Vendor-Caused Delay and a material breach of this Agreement.

The Vendor's sole remedy for such delays shall be the opportunity to promptly cure the defect and continue work without additional compensation for the delay period.

2. Place of Performance and Period of Performance:

2.1 Address:

Ash Meadows National Wildlife Refuge Point of Rocks Road Amargosa Valley, NV 89020

The materials for the project are to be delivered to Ash Meadows NWR, unloaded at GPS coordinates 36° 24 ‘05” N, 116° 16 ‘33” W, in as few shipments as possible, from Sept 15th to Oct 1st, 2026. The material shall be delivered in usable condition and may be refused if damaged at no cost to the government.

Forks are NOT available for offloading.

2.2 Ash Meadows NWR is located in a remote area, with limited access via well-maintained dirt roads.

All deliveries must be coordinated in advance with Refuge staff to confirm current road conditions and receive accurate directions. Call for guide to delivery area. Do not rely solely on GPS or mapping services, as they may provide incorrect or inefficient routes.

Failure to coordinate may result in delivery delays or unnecessary complications and damages.

2.3 Normal duty hours are Monday through Friday 7:00 a.m. - 3:30 p.m. In the event of emergencies or any unforeseen issues at the Refuge, the Vendor/supplier shall provide contact information for the delivery driver(s) and an office point of contact.

2.4 Non-duty hours include weeknights, weekends, and Government holidays (New Year’s

Day, Martin Luther King JR.’s Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).

3. Scope:

3.1 Base Bid – The submitted quote for the replacement of the lumber on Point of Rocks Boardwalk will be evaluated based on specific requirements. All lumber and materials must match. Materials must be new, unused, and undamaged. The quote must clearly specify the cost and quantity of all materials, including any fasteners, and related components. It must also include all delivery charges, handling fees, and any other associated costs. Materials are to be delivered to the designated work site as coordinated with station personnel.

Below is an itemized list of materials required for the base project (8.3 Bid Schedule). Any provided attachments should be reviewed closely.

4. Deliverables and/or Delivery Schedule:

4.1 All material shall be delivered in as few shipments as possible, both base and option will be separate deliveries, with the final delivery no later than November 1, 2026.

4.2 If a manufacturer supplies a Safety Data Sheet (SDS) for any of the material provided, a copy (either in print or electronic) must be given to Ash Meadows NWR staff.

4.3 All shipments shall have a complete manifest of items delivered.

6. Evaluation and Acceptance:

6.1 The vendor/supplier will be evaluated as detailed herein. That the terms of this contract are completed when Government has received all the material prior to the deadline date given above, in the conditions stated above with all the corresponding documentation.

Government acceptance is contingent upon these agreed upon terms.

7. Quality Control/Quality Assurance:

7.1 Upon delivery of materials a Government representative will inspect the shipment for damage or missing items. Where appropriate, QC will be maintained according to industry standards.

1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. (2) Any order for a combination of items in excess of ; or

(3) A series of orders from the same ordering office within days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.

52.216-22 INDEFINITE QUANTITY (OCT 1995)

(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.

(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the 'maximum.' The Government shall order at least the quantity of supplies or services designated in the Schedule as the 'minimum.'

(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.

(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period; provided, that the Contractor shall not be required to make any deliveries under this contract afterPoP Expiration.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days prior to PoP expiration.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
