This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service, FWS Sheldon NWR has a requirement for herbicide application at Denio NV. The anticipated required delivery date is between September 15, 2026 and November 01, 2026.
This Request for Quotation (RFQ) is open to all businesses to respond with a quote. The selection will be made according to the procedures of FAR Part 6 and Part 8, incorporating provisions and clauses in effect through Federal Acquisition Circular 2025-04. The NAICS code is 325320.
Instructions All responsible sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The contract will be awarded to the vendor who proposes the best value product which meets the specifications. Award will be made to a responsible source pursuant to FAR subpart 9.1. Delivery is FOB destination.

Application of Herbicides to Control Invasive Annual Grasses on
Sheldon National Wildlife Refuge

1. General:
1.1. The U.S. Fish & Wildlife Service, Sheldon-Hart Mountain National Wildlife Refuge Complex (PO Box
111, 20995 Rabbit Hill Rd., Lakeview, OR 97630; hereafter Service) has a requirement to apply indaziflam herbicide and imazapic herbicide at 5 fl oz/acre each, with appropriate surfactants, drift control agent(s), and any other requisite adjuvants, to approximately 500 acres. All applications are to be made at a 5 gallons of mix/acre rate.
1.2. Herbicides are being applied primarily to control invasive annual grasses (IAG), including, but not necessarily limited to, cheatgrass (Bromus tectorum), Japanese brome (B. japonicas), and field brome (B.
arvensis).
1.3. Contractors must have all necessary qualifications for herbicide application in the state of Nevada.
2. Place of Performance and Period of Performance:
2.1. Herbicides are to be applied within Complex-designated areas on Sheldon National Wildlife Refuge (PO
Box 84, 45705 Virgin Valley Rd., Denio, NV 89404; hereafter Refuge), in the north end of Washoe County in northwest Nevada. The project area centroid coordinates are 41°50'35.51"N and 119°23'44.54"W. Map coordinates of Refuge headquarters are 41°52'22.48"N and 119° 1'21.04"W.
2.1.1. The project area is between approximately 6,000 and 7,300 feet ASL, in the high desert shrub-steppe of northwest Nevada.
2.1.2. The project area is well within the backcountry of the Refuge. The nearest road access is limited, comprised of a network of native surface, 2-track, and jeep trail roads, all of varying quality and roughness. Ground access can be very hard on equipment. Contractors are strongly encouraged to take adequate preparation and precautions when moving equipment into the project area.
2.2. Herbicides shall be applied in fall/early winter 2026, to approximately coincide with the beginning of winter vegetation dormancy. All applications must be completed no earlier than September 15, 2026, and must be completed before November 1, 2026.
2.2.1. Night-time temps routinely fall below freezing during this time of year and daytime temps are highly variable, rising anywhere from the 40’s to low 80’s.
2.2.2. Weather conditions can be highly variable, including storms (rain and snow), high temps, inversions, prolonged wind events, etc. Any of these can delay implementation and/or completion of the project.
2.3. Normal duty hours Monday thru Friday 8:00 AM – 4:00 PM. In the event of emergencies, contractor shall provide contact information.
2.4. Non-duty hours include weeknights, weekends, and Government holidays (including Columbus Day, Veteran’s Day, and Thanksgiving Day).
3. Scope:
3.1. The contractor shall apply a tank mix of indaziflam herbicide (e.g., Rejuvra®, EPA Reg #432-1613), impazapic herbicide (e.g., Plateau®, EPA Reg #241-365), non-ionic surfactant (NIS), and any other appropriate adjuvants (including, but not necessarily limited to, drift control agents, anti-foaming/de-foaming agents), within one Complex-identified area totaling approximately 500 acres. The contractor shall apply indaziflam herbicide at a rate of 5 fl oz/acre, imazapic herbicide at a rate of 5 fl oz/acre, and any other appropriate adjuvants at label rates. Applications should be made with enough water to apply ≥5 gallons of spray mix per acre.
3.2. The contractor shall purchase and supply all chemicals, including herbicides and adjuvants. Contractor shall also supply equipment to meter chemicals and water mixtures, and shall provide mixing and loading equipment, and water. Water hauling services may be required depending upon arrangements secured by contractor. Equipment and personnel must be able to work at a remote and primitive site (i.e., no electrical or water hookups, no facilities, nearest known services are in Lakeview, OR approx. 90 road-miles away, etc.).
3.3. The contractor must be capable of calibrating vehicles and equipment to the final application rate specifications. All spraying equipment must be equipped with GPS tracking equipment that can map application areas and paths, and can download information for contractor and agency use. GPS equipment must be capable of uploading a GIS shapefile of treatment areas and of providing downloadable maps and information of treatment progress on a daily basis. All application locations and paths shall be documented by the contractor using a GPS.
3.4. The contractor shall provide adequate personnel for the purpose of loading and dispersing of the chemicals. All personnel and equipment to be used shall be appropriately licensed and certificated as appropriate for the work to be done. The contractor shall be responsible for providing sufficient equipment, equipment fuel, safety items, personnel and their subsistence needs to support the estimated 1 day project period, as well as checking all work sites for hazards of any type which could impact their ability to accomplish the spraying project.
3.5. The contractor shall be required to make all necessary arrangement for use of staging areas, loading zones, and equipment and fuel storage areas as necessary. The contractor shall be responsible for all loading operations. Movement of chemicals, water, and equipment in and around an operation location shall be the sole responsibility of the applicators. This may require special handling equipment, including a forklift, water truck, or pallet jack.
3.6. The contractor shall provide the Technical POC with contact information for all ground personnel, and vehicle and equipment identification information (including make, model, and license and/or identification numbers) at least 48 hours before implementation of the project.
4. Deliverables and/or Deliverable Schedule:
4.1. The contractor shall provide all GPS files (e.g., GPS log files) of all operations or other access paths and of all application locations. The contractor shall also supply GIS files (e.g., ESRI® shapefile format, kml/kmz format, gpx format w/ application width information as applicable) of all operations or other access paths (as applicable) and of all application locations.
4.2. The contractor shall supply copies of all application logs, including (but not necessarily limited to):
dates/times of application(s), trade names of applied pesticides and adjuvants (w/ EPA Reg numbers where appropriate), volume(s) and rate(s) of applied chemicals, name(s) and license number(s) of applicator(s), and weather conditions during application(s).
4.3. GPS files, GIS files, and copies of application logs shall be supplied to the Technical POC within 7 days of application(s).
5. Special Considerations: Site-specific conditions and access limitations preclude the use of ground-based application methods for completion and will not be considered as an acceptable method for herbicide application. The contractor must comply with all federal, state, and local regulations and land-use permitting procedures.
6. Data Management Plan (DMP):
The Project Lead or technical cognizant has used discretion as to whether a DMP is relevant or not relevant and has determined it to be ____ relevant or _X_ not relevant.
7. Government-Furnished Property (GFP) / Government-Furnished Information (GFI):
7.1. Government shall furnish contractor with ESRI® shapefiles and kmz format files of the pesticide application areas.
7.2. Contractor shall furnish all temporary utilities, except as noted otherwise. Power and water will be made available to the contractor if such use is not deemed excessive and does not negatively impact the Refuges’ operations.
7.3. Bunkhouse space for up to four people may be available on Sheldon National Wildlife Refuge for work performed on that Refuge but not guaranteed. One trailer pad with water, sewage, and electrical hook-ups may be available for use at Refuge headquarters during spraying efforts but not guaranteed. Refuge campgrounds are also available on a first come, first serve basis.
8. Evaluation and Acceptance:
8.1. The contractor will be evaluated as detailed herein. Government acceptance is contingent upon:
8.1.1. Timeliness of application in relation to ground conditions;
8.1.2. Adequate and even spray coverage as determined by randomly placed water-sensitive paper arrays
(to be set and monitored by Service personnel); and
8.1.3. Adequate and even coverage as determined by GPS and GIS files.
8.1.4. Lowest price technically acceptable.

2015 and up to v.3)
1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than , the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor-
(1) Any order for a single item in excess of ;
(2) Any order for a combination of items in excess of ; or
(3) A series of orders from the same ordering office within days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section.
(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph
(b) of this section.
(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within days after issuance, with written notice stating the Contractor’s intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source. (End of clause)

52.216-22 INDEFINITE QUANTITY (OCT 1995)
(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the 'maximum.' The Government shall order at least the quantity of supplies or services designated in the Schedule as the 'minimum.'
(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period; provided, that the Contractor shall not be required to make any deliveries under this contract afterPoP Expiration.
52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days prior to PoP expiration.
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
