About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold (SAT).
The U.S. Fish and Wildlife Service seeks a contractor to dispose of approximately 40,000 salmon carcasses from the fall run Chinook salmon returning to Battle Creek at Coleman National Fish Hatchery. The hatchery must process over 10,000 salmon carcasses this year to meet new fish production programs, with current disposal methods involving distribution to Native American tribes, educational institutions, and enrichment supplementation programs. The government conducted market research in Northern California and identified Sacramento Rendering Company (SRC), located at 11350 Kiefer Boulevard, Sacramento, California 95830, as the sole capable source. The justification cites regulatory and permitting barriers, as SRC holds the specific state and federal permits required to process animal carcasses at the required volume; capacity and timing constraints, as the spawning-related carcass volume must be processed within a compressed seasonal window tied to the natural fall Chinook run; and the lack of other identified permitted facilities within a reasonable service radius of Coleman NFH. SRC is licensed, insured, and certified for animal waste processing with a demonstrated track record of timely, compliant service to federal and state agencies. Pricing was determined to be fair and reasonable based on comparison with previous contracts. The Program/Project Officer (Joseph Kodalko) and Contracting Officer (Chelsea DeVivo) have certified and approved the use of sole source acquisition procedures under FAR Part 13 for this purchase.

2. Market Research Conducted
Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

Text3: Based on the market research conducted, no other animal processing or rendering facility in the Northern California region was identified that possesses all three of the following, which are required to perform this work: 1. Permitting — state and federal authorization to receive, process, and dispose of animal (fish) carcass byproduct at commercial volume;
2. Capacity — the ability to accept and process 10,000+ salmon carcasses within the compressed multi-week window of the fall spawning run;
3. Relevant experience — a demonstrated track record servicing fish hatchery operations, ensuring the vendor understands species-specific handling, biosecurity, and disease-prevention requirements applicable to salmonid waste.General waste management and landfill operators contacted during market research lack the specific permits and equipment for animal carcass processing and are not a viable substitute, for the reasons described in Section 2. SRC is the only source identified that meets all three criteria.
| Text2: The Government conducted market research to identify facilities capable of processing and disposing of large volumes of fish carcass waste in the Northern California region. This research included: Direct outreach to regional waste and rendering facilities to determine capability, permitting status, and capacity for animal carcass processing.Review of landfill disposal as an alternative, which was determined unsuitable: standard municipal landfills are not permitted or equipped for bulk biological/animal carcass waste at this volume, and disposal of fish carcasses in this manner would create material odor, vector (pest), and leachate management issues, in addition to reputational risk to Coleman NFH and USFWS given the hatchery's public-facing conservation mission.Identification of Sacramento Rendering Company (SRC), 11350 Kiefer Blvd, Sacramento, CA 95830, as a facility holding the state and federal permits required for animal byproduct processing at the scale required, with an established service history to California fish hatchery operations.No other facility identified through this research held the combination of permitting, processing capacity, and relevant experience necessary to perform this work within the operational timeline dictated by the spawning season. |
| Text1: Coleman NFH will be in need of disposal of salmon carcasses. There are a projected ~40,000 fall run Chinook salmon returning to Battle Creek this fall. The hatchery needs to process over 10,000 salmon this year in order to meet NEW fish production programs. Current methods of disposing of salmon after they are spawned are distributed to local Native American tribes, educational purposes and enrichment supplementation back to river via local fish guides. To comply with new fish production programs and maintain environmental stewardship, a reliable, specialized disposal solution is required. |
Text4: The following factors limit this requirement to a single responsible source:
- Regulatory/permitting barrier: SRC holds the specific state and federal permits required to process animal (fish) carcass byproduct at the volume required. Facilities lacking these permits cannot legally perform this work, and no other permitted facility was identified within a reasonable service radius of Coleman NFH.
-Capacity and timing constraint: The spawning-related carcass volume is generated within a compressed seasonal window tied to the natural fall Chinook run. A vendor must be able to absorb this volume on short notice and on a schedule dictated by fish biology, not contract convenience. SRC's demonstrated capacity and existing service relationship with California hatchery operations (including California Department of Fish & Wildlife facilities) provide confidence in reliable performance within this window; an unproven vendor introduces schedule and compliance risk the hatchery cannot absorb during peak production.
-Geographic proximity: SRC's location in Sacramento minimizes transportation time and distance for a time- and temperature-sensitive biological waste stream, reducing spoilage, odor, and handling risk relative to more distant alternatives.
-Reputational and environmental risk of alternatives: As discussed in Section 2, using general landfill disposal in place of a specialized processor would carry environmental compliance risk and public reputational risk for USFWS given the hatchery's conservation mission, and is not a like-for-like substitute for SRC's services.These factors, taken together, establish that SRC is the only source that can reliably and lawfully meet Coleman NFH's disposal requirement within the operational timeline required.

Text5: SRC is licensed, insured, and certified for animal waste processing. They have consistently provided timely, compliant service to Federal and state agencies. They are the closest animal processing facility in the Northern California. They are reliable and can appropriately handle the large number of salmon carcasses that we will have this year.
