About this file

This document contains evaluation criteria and instructions for a federal solicitation for commercial services. The government will award the contract to the most advantageous offer, considering technical approach, staffing and supervision plan, relevant experience, and past performance. Offerors are instructed to submit a concise proposal limited to 6 total pages, with specific page limits for each section: 1-2 pages for technical approach, 1 page for staffing plan, 1 page for relevant experience, and 1 page for past performance.

The solicitation includes a detailed Technical Experience & References form where vendors must document up to three previous projects similar in size and complexity to the statement of work. Each project requires information such as contract type, total contract value, agency/firm, contact details, work dates, and a brief description of duties. Submissions must be emailed to Dana Arnold at dana_arnold@fws.gov by the specified due date and time. The evaluation will consider the total price, including options, and the government may determine an offer unacceptable if option prices are significantly unbalanced.

Evaluation Criteria

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Example: Evaluation Criteria for Commercial Services (Best Value)

Technical Approach Describe how the services will be delivered to meet the requirements of the statement of work. The approach should reflect an understanding of the scope, include methods for maintaining quality and consistency, and identify any anticipated challenges and how they will be addressed.

Staffing and Supervision Plan Outline the proposed staffing levels and supervision structure. Include how staff will be trained, supervised, and scheduled to ensure reliable service. Highlight any quality control measures or procedures for handling absenteeism or performance issues.

Relevant Experience Provide examples of similar contracts performed within the past five years. Experience with federal, state, or local government contracts is helpful but not required. Focus on projects of similar size, scope, or complexity.

Past Performance Offerors may submit references or performance reviews from recent or ongoing contracts.

If limited past performance is available, offerors may describe steps they will take to ensure customer satisfaction and contract compliance.

Note: To keep submissions concise and appropriate for a simplified acquisition, vendors are encouraged to limit responses to no more than the recommended number of pages specified in the solicitation.

Page Limits (Total: 6 pages max) To keep submissions concise and appropriate for a simplified acquisition, vendors are encouraged to limit their responses as follows:

• Technical Approach – 1 to 2 pages

• Staffing and Supervision Plan – 1 page

• Relevant Experience – 1 page

• Past Performance – 1 page

Optional Additions (if needed):

• Cover Letter or Intro – Optional, 1 page max

• Resumes (if requested) – Limit to 1 page per person

52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The factors above shall be used to evaluate offers:

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
