About this file
This document is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) for Solicitation Number 140FS125Q0048, issued by the U.S. Fish and Wildlife Service for the Sheldon National Wildlife Refuge Low-Tech Stream Restoration project. Amendment 0006 responds to multiple prospective offeror questions, including clarifications about project phasing, submission deadlines, project review processes, stakeholder involvement, and habitat conservation areas.
Key details include an extended offer receipt deadline to 4/16/2025 at 1500 EDT, and a defined period of performance from 05/01/2025 to 04/30/2026. The amendment addresses questions about project complexity, such as potential phased approaches, review and approval processes involving the refuge manager and biological staff, and stakeholder considerations like potential consultation with the Nevada Department of Wildlife. The project involves restoration work within the refuge, specifically focusing on Fish Creek and Thousand Creek areas, with particular attention to Sheldon Tui Chub habitat and sagebrush conservation design.

QUESTION: Phased Approach Feasibility ¿ One of our vendors can propose on Task 1
(Assessment) and Task 2 (Design & Permitting) but would need the results from these phases to determine the scope, scale, and cost for the remaining tasks. Would a phased approach be possible for this project?
FWS RESPONSE: Please refer to the Statement of Work.
QUESTION: Would an extension beyond the April 2 submission deadline be possible?

QUESTION: Project Review and Approval: Who at
USFWS will be responsible for reviewing and approving the design and documents? Will this be solely the refuge manager, or will other USFWS personnel be involved?
FWS RESPONSE: Refuge manager and project leader are primarily responsible for review and approval. Biological staff will be consulted as needed.
QUESTION: Stakeholders and Water Rights: Are there external stakeholders, neighbors, or adjacent landowners who may be involved in the project? Additionally, are there specific water rights concerns, or was this listed in Task 2 as a standard permitting requirement?
FWS RESPONSE: Fish Creek begins and ends within the refuge. Nevada Department of Wildlife may be consulted/involved as this project is within
Sheldon Tui Chub habitat. The headwaters to
Thousand Creek are located within the refuge and in many years, the creek dies up before it leaves the refuge boundary. However, it's terminus is at
Continental Lake, located off-refuge. We don't anticipate water rights concerns, however, that will be addressed through the permitting requirements.
QUESTION: Water Quality & Sediment Transport
Plan: Is this plan intended only for construction/implementation, or does it apply to post-construction monitoring under Task 5?
FWS RESPONSE: (Not sure what they're asking here¿I can't find reference to Task numbers in the Solicitation--number 5 in the SOW is related to a data management plan, however, I believe the water quality logbook is a permit requirement during construction and has to be submitted after construction is completed)
QUESTION: Core Habitat and Growth Opportunity
Areas: The project map highlights core habitat and growth opportunity areas. Can you confirm
