About this file
This is a Single Source Justification (Under SAT) form from the U.S. Fish and Wildlife Service for selecting the Pacific States Marine Fisheries Commission (PSMFC) as the sole source contractor to provide marking and tagging services for juvenile winter-run Chinook salmon at the Coleman National Fish Hatchery Complex and associated facilities.
The justification outlines that PSMFC is the only contractor capable of operating the specialized AutoFish marking and tagging systems, which are property of the California Department of Fish and Wildlife. The systems enable faster and more precise processing compared to manual methods. A barrier to competition is the $1.5 million cost of purchasing an automated fish marking trailer, making it impractical to open the contract to other vendors. The California Department of Fish and Wildlife requires PSMFC staff to be the exclusive operators of the AutoFish systems per a memo dated March 15, 2016. Manual marking/tagging techniques would significantly increase program costs, making PSMFC the most cost-effective option for this specialized service.

Marking/tagging fish using manual techniques is the only alternative to marking/tagging with the automated system, and would result in a significant increase in program costs
Because of the unique expertise required to operate the Autofish tagging systems, the California Department of Fish and Wildlife require that PSMFC staff be the only contractor permitted to operate the Autofish systems (see attached memo from CDFW dated March 15, 2016)
