About this file

This document is a set of questions and responses regarding Solicitation 140FS124Q0069 for the Furnish and Install of a 1,500 Gallon Above Ground Fuel Storage Tank at the Baskett Slough National Wildlife Refuge in Oregon.

The key details are:

  • The solicitation allows for an exception to the 2-hour fire rating requirement for the fill containment area, as manufacturers do not typically offer this. As long as the tank is UL 2085 listed, the fire rating requirement can be waived.
  • The solicitation's requirement for embedded eye bolts with wire rope and turnbuckles for tank anchoring can be substituted with the manufacturer's standard hold down tabs on the tank saddles, which is acceptable.
  • No site drawings or existing condition photos are available, but the agency provided photos showing the site after the old tank was removed.

QUESTIONS AND FWS RESPONSES

Solicitaon 140FS124Q0069 Furnish and Install 1,500 Gallon Above Ground Fuel Storage Tank Basket Slough NWR OR

QUESTION: 2.02.1 – these calls for the fill containment area to be integral to the 2 hour fire rating, manufactures do not make fills that have a 2 hour fire rating, just single wall spill containments like what is attached, we will have to take exception to this specification if that is acceptable.

FWS RESPONSE: The most important thing with the specifications is that the tank is UL 2085 listed.

As long as it meets those requirements then the associated fire rating is fine. Yes, exception to the integral 2-hour rating is fine.

QUESTION: 3.04 – this specification calls for embedded eye bolts with wire rope and turnbuckles for tank anchoring, this is not typical. Tanks are manufactured with integral seismic hold town tabs that epoxy set anchors are placed in to hold the tank to the pad. Is this acceptable?

FWS RESPONSE: Yes, standard hold down tabs on the saddles is acceptable.

QUESTION: Is there any site drawings or existing conditions pictures?

FWS RESPONSE: Photos of existing conditions showing site after old tank removed:
