About this file
This document is a single source justification for a federal contract opportunity with the Department of the Interior Fish and Wildlife Service. The contract would be awarded to the Alutiiq Museum to complete additional cultural resource work at the Helgason archaeological site required by the State Historical Preservation Office. The Museum previously conducted an archaeological survey and historical evaluation under a 2019 contract and possesses expertise in Alutiiq culture and history. It has relationships with local Alaska Native tribes and tribal elders needed to collect required oral histories. No other vendors have comparable experience and knowledge of the local tribal entities. The justification cites the Museum's qualifications, including the credentials of key staff, and determines pricing to be fair and reasonable based on past contracts. The contracting officer certifies and approves using single source acquisition procedures under the Federal Acquisition Regulation for this purchase.

| Text3: The Alutiiq museum is the predominant source of Alutiiq culture and history and they are located in Kodiak. The museum is also a tribal entity who has a long working relationship with the local tribes, including tribal elders who have direct knowledge of the cultural history of the area. Information obtained from consultations is a key part of the project and will dictate the focus of oral histories. No other vendors have this depth or breadth of experience and knowledge of working with the tribal entities located in Kodiak which is essential to the successful completion of this work. | |
| Text2: A sources sought was posted on SAM.gov for 10 days in which no responses were received that showed interest or capabilities to perform the required services. No other contractors have access to or a direct relationship with the local Alaska Native tribes or the level of trust the local tribes have with the Alutiiq Museum staff. The museum staff have decades of experience working with the local tribes and tribal elders, required to complete these services. | |
| Text1: This contract directly relates to prior 2019 contract with the Alutiiq Museum on Cultural Resource Investigations which included an Archaeological survey and historical buildings evaluations. This contract was completed and the reports were submitted. This new contract would complete the work required by the State Historical Preservation Office (SHPO). The Museum was the agency that completed the work and wrote the initial reports, it makes sense for them to complete the work detailed in the new contract. | |
| Text4: The barrier to competition is the remote location and the type of services needed. This is the experts on Alutiiq Culture and history as well as long connections to the people of the community. This is important as a portion of what needs to be accomplished is collection of oral histories. | |
| Text6: Pricing was compared to past contracts 140F0522P0270, and 140F0120P0287 for similar services. Prices for this work are in line with these past contracts. IAW FAR 13.106-3 prices are hereby determined fair and reasonable. | |
