About this file
This document is an amendment to Solicitation 140FHR24R0007 for the Kilauea Point National Wildlife Refuge (NWR) Lighthouse Lantern Repairs - Construction Oversight project. The amendment revises Evaluation Factor 2.A - Factor 1 for Past Experience with Similar Scopes of Work, extending the proposal due date from July 17 to July 23, 2024 and the period of performance from August 27, 2024 to June 13, 2025.
Under the past experience factor, offerors must provide documentation for completed projects related to 1st, 2nd or 3rd order Fresnel lens work in a historic lighthouse setting, or historic lighthouse restoration work, including whether the client was a federal government resource agency. Offerors must also provide key personnel, roles and qualifications for the cited projects, limited to 10 pages. Past performance references and a sealed price proposal are also required evaluation factors. The Government will select the best value proposal considering the evaluation factors, and may make a determination based solely on the initial proposals submitted.

Under Past Experience, the sub-factors include Similar Projects and Past Performance. Past Experience, Project Team and Project Schedule will receive equal weight in the evaluation. The Government reserves the right to select without discussions.
