About this file

This amendment to solicitation 140FHR23Q0003 provides answers to vendor questions about a storm clean up and tree removal contract opportunity. The selected vendor will remove storm debris and fell up to 10 hazard trees along roadways at a wildlife refuge from September 1, 2023 through March 31, 2024. Debris to be removed includes downed woody material of all ages within the identified project area. Only the highest priority trees posing risks to roadways will be felled, as determined by the Contracting Officer Representative on site. The amendment clarifies that standing dead trees will not be cut unless posing a hazard, and that an older timber harvest marking is unrelated to the scope of this contract.

LIST OF CHANGES: VENDOR QUESTIONS ANSWERED

1. Could the ¿less than 10 storm damaged and hazard trees¿ please be marked/flagged or delineated on a map? There is an abundance of dead standing ash and soon to be dead oak within the work area that I would consider hazard trees¿.. Just want to make sure I am allotting enough time for trees that are desired to be removed.

Answer: We do not expect tree felling to be a substantial portion of this contract.

Contractors should include the time and resources required to fell about 10 trees within their quote. Which specific trees will be removed will be discussed on a case by case basis

2. Why are the black locust marked with red paint along the Lower Diversion Road? Does a potential timber sale or the debris created by it overlap with this project timing?

Answer: The black locust marked with red paint at lower diversion and along our auto tour loop are artifacts of a unit that was previously marked

(several years ago) for an experimental tree harvest. At present, we do not have a tree harvest scheduled for this winter, however, it's possible that one could occur. If that happens and the potential for overlap of timing of contracts occurs, we would target areas outside of the project area of this contract to avoid logistical issues/concerns.

3. What about standing dead snags? Are they considered storm damage debris or trees that need to be felled?

Answer: No, the only trees to be felled are the ones that will be identified as highest priority

(less than 10) along the roadways.

4. Could you provide more specific description of ¿storm damage¿? There are some piles likely created from a storm event that have recently

(this summer) been moved off the road by heavy equipment. There is also an abundance of older down woody debris and logs that are much older than a year (no bark or leaves). See attached pictures taken by Kieps Island Dike gate.

Answer: All downed woody debris (i.e. recent, older, piled, etc.) that falls within the footprint of the identified project area is to be removed.
