About this file

This is a Questions and Answers document for the GPNC Title III Services solicitation dated January 9, 2026.

The Q&A addresses five clarifications regarding the solicitation requirements. Section H of the proposal (Part I) has no maximum page count for SF 330 submissions addressing Factors 2 and 3. Since this is a small business set aside, subcontractor participation is not an evaluation factor; instead, proposers must demonstrate the disciplines their own firm will provide. Task 1 regarding Construction Solicitation/Acquisition Support has been removed from the Statement of Work as it is not needed, reducing the scope from six tasks to five. The period of performance is estimated at 300 calendar days, with an expected timeframe of October 2026 through August 2027, though the official start date may be delayed pending main contract finalization; any work extending beyond 300 days will be addressed through contract modification. Key personnel must hold current professional licensure or certification appropriate to their discipline to demonstrate competency; no specific state licensure (such as Kansas) is required for this federal project, as licensure from any state satisfies the requirement.

GPNC Title III Services – Q and A 9.1.2026

1. Section H page limit. Part I, Section H addresses Factors 2 and 3, but no maximum page count is stated. Please confirm whether a limit applies.

There is no maximum page count for the SF 330s

2. Section F subcontractor citation. May a Section F example project be cited based on a key subcontractor's participation in a discipline outside the four required Function Codes (Cost Engineer/Estimator, Foundation/Geotechnical Engineer, Project Manager, Structural Engineer) or must cited projects demonstrate participation in one of those four disciplines specifically?

This is a small business set aside so the subcontractor participation is not a factor, the SOW and solicitation will be updated. Please show the disciplines from your firm that you will be providing.

3. Task list discrepancy. The Description section lists five tasks matching the SOW. The Factor 2 evaluation section lists six, adding "Task 1 – Provide Construction Solicitation/Acquisition Support," which does not appear in the SOW or the Description section. Please confirm whether this task is in scope.

This tasking has been removed from the SOW as it is not needed.

4. Period of performance discrepancy. The Notice to O eror states 300 days after NTP (approximately October 2026–August 2027). The SF1447 continuation sheet states 10/01/2026 to 10/01/2027, a full 12 months. Please confirm the governing period of performance.

This is estimated at 300 Days, the SOW and solicitation are set to October 2026 – August 2027. The start may be delayed due to the main contract finalization and o icial start dates. Any times over the 300 day POP will be addressed with a change order/modification for the increased POP.

5. Key personnel licensure. Factor 1 requires "appropriate state or professional certification commonly recognized for the discipline, if applicable." Please confirm whether Kansas licensure specifically is required for key personnel, or whether licensure in any state satisfies this requirement.

This is a federal project, so no set state licensure is needed. They should have a current licensing to show competency in that certification.
