About this file
This is a Statement of Work for the Wichita Mountains Wildlife Refuge Vehicle Bay Insulation Project located in Cache, Oklahoma. The project involves providing and installing high-performance closed cell polyurethane spray foam insulation to a pre-engineered metal building measuring 135 feet by 36 feet 9 inches with a ceiling height of 19 feet at peak and 16 feet at eave. The contractor must insulate walls to a target R-value of R-15, roof to R-15, and nine overhead garage doors (three sized 14'h x 10'w and six sized 12'h x 10'w) to a target R-12. Work includes sealing gaps around structural members, doors, windows, and utility penetrations, and upgrading overhead door springs to accommodate added weight from foam panels. The contractor is responsible for furnishing all labor, equipment, materials, tools, supervision, and transportation necessary to complete the work. The Refuge will provide electricity and water sources and remove stored equipment from the work area.
The contractor must label and remove existing plywood and electrical components on the East, West, and North walls for reinstallation, inspect substrate surfaces for moisture and contaminants before application, protect all building structures from overspray, apply manufacturer-warranted insulation with appropriate thermal/ignition intumescent barrier coating in white, maintain proper ventilation during and after installation, and reinstall removed components. Only certified spray foam installers may perform the work. The contractor must submit product technical data, specifications, installation instructions, and warranty information to charles_peters@fws.gov. Work hours are 7:00am to 3:30pm CST Monday through Friday, with work outside these hours or on Federal holidays requiring coordination with the station point of contact. The project must be completed within 90 calendar days from the Notice to Proceed, and a pre-bid site visit can be scheduled by contacting Howard Boss at (580) 483-8921.

STATEMENT OF WORK
Wichita Mountains Wildlife Refuge Vehicle Bay Insulation Project
Background:
This is a non-personnel services contract to provide and install high-performance closed cell polyurethane spray foam insulation to the walls and roof of a pre-engineered metal building, insulate all overhead doors with pre-cut foam panels and upgrade door springs as needed. The Wichita Mountains Wildlife Refuge has a partially insulated vehicle storage building and is seeking bids to complete the interior insulation prior to heater installation. This project will allow fire service vehicles and equipment to be kept in this building without being subject to freezing conditions, increasing availability and readiness to respond to fire threats.
Description of Services:
The work consists of the contractor furnishing and providing all labor, personnel, supervision, equipment, training, transportation, tools, materials, operating supplies, and any other incidental items and services necessary to insulate the building. The Refuge will provide electricity and water sources.
No other Refuge provided material will be provided. The Refuge will remove equipment stored in the building from the work area.
This is a standard pre-engineered metal building, horizontal girts and purlins, concrete slab, with electrical and life/safety components. The area to be insulated is 135’ x 36’9”, Ceiling height is 19’ at the peak height and 16’ at the eave, exterior sheeting is 26 Ga steel panels. There are three pedestrian doors and three overhead doors sized 14’h x10’w and six overhead doors sized 12’h x 10’w.
Application Areas:
Walls: Target value R-15. Full-height application directly to the inside of wall panels and within girts.
Roof: Target value R-15. Underside of metal roof panels and within purlins. Ensure that gaps in purlins are sealed.
Framing and penetration: Seal around structural members, doors, windows, and utility penetrations.
Overhead doors: Target value R-12.
Preparations and Installation:
-Contractor to label and remove existing plywood and electrical components as needed on the East, West and North walls, saving for reinstallation. Preserve plywood fastener screws for reinstallation. Partial plywood sheets that are not removable without disassembly of garage door components may be cut and shall be replaced with new ¾” plywood of a suitable width to reinstall without removal of garage door components.
-Contractor to inspect the substrate surface for moisture, dirt, oils, rust, or any other conditions that could interfere with proper foam adhesion and clean all affected surfaces before application.
-Contractor shall protect from overspray all building structures during work: lights, walls, doors, floor and any other building equipment or structure.
-Contractor shall apply a spray insulation warrantied by the manufacturer to last the life of the building.
-Contractor will maintain proper ventilation during and after installation until off-gassing dissipates.
-Contractor will coat the applied insulation with appropriate thermal / ignition intumescent barrier required by building code. Coating color shall be white.
-Contractor to reinstall removed electrical components and ¾” plywood using preserved screws. Plywood shall be installed in the same orientation and position as the original installation.
- Insulate nine garage doors with pre-cut foam panels designed for the overhead doors and install to the manufacture’s specifications, protect and preserve the integrated windows.
