About this file

This is a Request for Information (RFI) issued by Medicine Lake National Wildlife Refuge on July 7, 2026, regarding East Lake Highway and Homestead Boundary Fence Construction. The RFI seeks clarification on the Statement of Work (SOW) and associated specifications before final solicitation.

The project involves 2.5 miles of fence work across two locations: 1.5 miles of fence replacement at East Lake Highway and 1.0 mile of virgin fence installation at Homestead. Government responses confirm minimal brush clearing is expected; three gates total are required (two 4-wire gates at East Lake and one 4-wire gate at Homestead); steel tubing must meet 2 7/8" specifications; post color/coating consistency is acceptable without specific color designation; the Government will furnish steel brace post caps for contractor installation; and the single lump-sum contract line item (Item 1 Base: Fence Replacement) captures the entire scope. The 119-day Period of Performance concludes November 15, 2026. The Government confirmed it will consider schedule extensions for delays caused by weather and boggy terrain conditions beyond the contractor's control. The RFI includes terrain photographs showing the fence location alongside a roadway with grassland and boggy conditions characteristic of the work area.

Medicine Lake National Wildlife Refuge East Lake Highway and Homestead Boundary Fence Construction

1. Clearing Quantities: The SOW states the Contractor will, "if necessary, clear fence lines of trees, brush, and other obstructions... to a maximum of 4 feet on each side."

To ensure accurate labor and equipment pricing, can the Government provide an estimated linear footage or percentage of the total 2.5 miles that currently requires tree and heavy brush clearing? There is Little to no brush is expected to be removed.

2. Gate Quantities: The SOW notes that the Contractor must "Replace wood gate sticks with steel tubing" and Appendix 1 provides drawings for 3-wire and 4-wire gates. However, the documents do not specify the total number of gates required.

How many gates are required to be installed or modified across both the East Lake Highway and Homestead locations? East lake will need two gates and homestead will need one gate. All 4 wire

3. Steel Tubing Specifications: The Construction Specifications strictly prohibit T- Posts for end-panels, corner-panels, gate-panels, or stress-panels, mandating the use of "steel tubing." Please provide the minimum required specifications (e.g., outer diameter, wall thickness/schedule) for this steel tubing. 2 7/8” steel tubing

4. Post Color/Coating Requirements: The General Notes in the Appendix 1 drawings indicate that steel line posts shall be "colored according to specifications."

However, a specific color is not listed in the written SOW. Please clarify the required color or coating (e.g., painted green, galvanized) for the steel posts. We are not concerned with color as long as it consistent.

5. Government-Furnished Property (Caps): In Appendix 1 (Page 6, Corner Panels), Key Note 3 states, "Steel brace post will be capped by the Government." Please confirm if the Government is providing these caps as Government-Furnished Property (GFP) for the Contractor to install, or if the Contractor is responsible for procuring the caps. Government will provide the Caps.

6. Price Schedule Scope: The provided Price Schedule contains a single line item, "Item 1 Base: Fence Replacement" (1 LS). Please confirm that this single lump-sum CLIN is intended to capture the entire SOW scope, including both the 1.5 miles of replacement at East Lake Highway AND the 1.0 mile of virgin fence installation at Homestead. Lump Sum

7. Weather and Boggy Terrain Delays: The SOW warns that "Access can be limited by weather as portions of fence are withing boggy area." If unseasonal weather renders the boggy areas completely impassable safely during the 119-day Period of Performance, will the Government consider schedule extensions, or must the Contractor price in specialized amphibious equipment to ensure the November 15, 2026 deadline is met regardless of ground conditions? The government will consider extensions if situations occur outside of the contractor’s control.

8. Could we get some photos of the old fencing and posts, as well as some "terrain pictures”?
