About this file

This is a Scope of Work (SOW) for the repair and restoration of damaged chain-link fencing at Valley City National Fish Hatchery, located at 11515 River Road, Valley City, North Dakota 58072. The project aims to restore structural integrity and ensure compliance with U.S. Fish and Wildlife Service (USFWS) safety and security expectations by restoring the damaged fence to full function, ensuring it meets appropriate safety and height standards, and preventing wildlife intrusion while maintaining site security.

The work encompasses four primary task areas: (1) Assessment—inspecting the damaged fence section to identify the extent of damage to posts, top rail, fabric, tension wire, and gates, with documentation of pre-repair conditions; (2) Materials Procurement—acquiring replacement chain-link fabric of appropriate gauge and mesh size, new galvanized posts, top rails, tension bars, clamps, hardware, and concrete for post setting if needed; (3) Fence Repair Work—removing and disposing of damaged materials, resetting or replacing bent or broken posts, installing new top rail with secure connections, installing new chain-link fabric with proper tensioning, reattaching tension wire and hardware, and ensuring alignment, height, and tautness meet original or improved standards; and (4) Cleanup and Final Inspection—removing debris, conducting final inspection for stability and safety compliance, and providing before and after documentation. All materials must meet USFWS facility standards for outdoor barriers, and work must comply with applicable safety procedures and site access protocols. The project schedule allows 1–2 weeks for completion from authorization, subject to weather conditions. The Hatchery Manager (Christopher Hooley) will coordinate access and review final repairs, while the contractor is responsible for performing assessment, repair, and documentation. Acceptance criteria require the fence to be structurally sound, properly tensioned, free of defects, with posts plumb and fully set, no gaps allowing wildlife entry, and compliance with original length, height, and property boundary requirements.
